Once upon a time it was true, but the motorcycle world has changed tremendously with Chinese and Indian manufacturers. Once the Japanese were called the BIG Four (Honda, Yamaha, Suzuki and Kawasaki), then Kawasaki's fourth position was taken by Piaggio and they never took it back. Now its chaos, Chinese and Indian manufacturers claim to be among the top three manufacturers. The Japanese want to keep their lead.
So, the Japanese auto makers (including car manufacturers) are setting up wholly owned companies around the world, including third world countries with less than one quarter of Pakistan's population. They also do it to avoid huge import duties in most developing countries. Now, it is the only way to compete with cheap Chinese (and Indian in other countries) bikes.
