From my experience of getting the windscreen buffed: There is a layer of certain material painted on the glass. This layer helps the water bead (opposite of smearing). It increases visibility and also increases the effectiveness of wipers (help remove more water in one single sweep).
Because of the micro-scratches, I got it buffed (micro-scratches cause the oncoming headlights to diffuse and increase glare). It resulted in double-disadvantage because water would smear all over and the micro-scratches too reappeared within a few months.
Conclusion: It is better to get the windscreen replaced.
Now your problem is with the door glass, not the windscreen. If the glare from the diffusion of light is too distracting, read on.
Consider the cost of buffing. If it is not too much, try the buffing. You don't generally use the door glass for viewing, but the increased glare can distract. So it may be worth it to get buffed to reduce the glare. Anyway, there are no wipers on the door glass so reduction in the effectiveness of the wipers is also not a problem.
If you are not satisfied with the result of buffing, you could replace the window altogether.
