did you bench test the pre?
i mean take it out of the car connect some spare speaker with it and turn it on by some 12volt power supply if the sound is still there then there is some issue in the pre...
try that pre in some other car...

ummm let me get tgis straight... u took out the pre and bench tested it and the sound is still there. u tested other pres of pioneer and they all had a problem in bench testing? that seems improbable....

you need to do proper ground of battery to Body & battery to engine. 2ndly check for ignition capacitor on distributor it must be damaged / rusted replace it as well. Check for ignition switch contacts in key shell too

the problem is either in the wiring of ur car or ur speakers. might be the speaker wire as well. problem is not the pre. take the pre to a shop and connect it to their battery inside the shop and use ur pre, wires and speakers. if the problem is gone then its ur car wiring. if the problem is still there, replace hu/wire/speaker one by one until the problem is fixed. the part that is not fitted is the culprit

There is nothing wrong with the pre.
The fault lies alone in ur car's electrical system

    suggestions:
    1. Proper RCA Grounding (or prefer RCA Cables jinmai extra grounding wire hota hay)
    2. Check for proper alternator ground.
    3. Check k Amp/Pre etc jahan ground hoay way hein wahan rust ya paint chips to nai
    4. Check for any stray connections
