The left most stamp belongs to the Higher Education Commission (HEC). It is a verification that your degree is valid. Costs PKR 500/- only (for one document). PKR 200 each for photocopies if you want them attested as well. Procedure looks simple but is time consuming.
First of all you have to fill in a form online (www.hec.edu.pk) for degree verification and attestation. You will provide you CNIC number which would be your username on that website, for your application. Always remember your password because you can't make another account and password recovery isn't easy on this website.
Once you have filled in the form, you select a date and time on which you wish to go to the HECs office for attestation. Now it looks convenient, but the issue is, you don't get free slots. When I filled the form, I wasn't able to get time even after 2 weeks as all the slots were reserved. After taking appointment and token, you have to take all the required documents there and have to submit them.
Documents Required: Original Degree for verification, SSC and HSSC Certificates and NOT Mark Sheets. Photocopies of CNIC, SSC & HSSC Certificates and the Degree for verification.
You get the degree after verification and attestation on the same day.
Short Cut: Call someone that you know who works in HEC. Give him your documents and Login with Password and attestation charges. He will get a print out himself and will handover to the guy responsible. Wait for his call and go to pick your Degree!
The same procedure for a foreign degree is different. First you have to get an equivalence from the HEC. Then you get your degree and equivalence attested by HEC. I think it costs more than PKR 5000/-
Now, if somehow your SSC and HSSC certificates have been misplaced, you have to go to Federal Board to get the duplicate ones.
