The poster is claiming an economy of 41%, not 700%. Please try to think and understand and give him a chance. This claim cannot be refuted without testing. OR I may have completely misunderstood what he tried to say.
As far as I understand, his claim is that he is saving 44% cost when moving from petrol to CNG and a further 41% on the reduced cost when moving to his hybrid system which I don't understand is about mixing fuels or using them intermittently as required.

Please clarify the following statements:
300%of what? Please also expain what you mean by "leaned out".
Are you trying to say that you mixed petrol and CNG to get a much more efficient air-fuel mixture. Please use ratios or percentage of complete mixture.
Also please elaborate on your "system", its parts, how it mixes fuel, how the fuel is fed to the engine and the sequence of things etc.
At what ratio of petrol and CNG did you find to be most efficient.
I have yet to understand what you are trying to say.
