Yes, "The Motor in Pakistan" was a nice start. Its print version was equally good. Its layout and page quality was similar to the Aurora magazine (if you have seen it). It had a thick good quality paper and color printing. The size of the paper was about 11" x 19". The reasons why they couldn't sustain their mag are not exactly known. However, in my view it failed because it was too expensive at a price of Rs. 75 for 20 pages after waiting for two long months, as it was bi-monthly.
And yes, they did cover what I expect from a local car mag, albeit to a much lesser extent.
I haven't ever seen the AutoMart magazine that you mentioned, as I live in Islamabad. But after checking the website, I think it's largely a trading pubication.
There are very good car magazines in India, like Kavs mentioned. I did get hold of an issue of Overdrive while I was in UAE. You can check their websites:

In my view, a car mag must not be costlier than Rs. 50 to be successful. And it must be monthly at least and should have 50-100 pages. It should have good quality color pages. You can check Spider and Herald magazines. They have good quality printing and are quite affordable.
