It doesnot put more weight to suspension. It actually puts more stress on your steering parts. This is because the tyre has to rub (or Scrub) against road to allow for steering to turn with an increased positive scrub radius as the offset is made less positive or in other words, as the wheel is allowed to come outside of arch (even a little).
Regarding stability, its common understanding that as the tyres are allowed to move outside on both sides, you are actually increasing vehicle track width.
A car with wider wheel track provides a more controlled feedback in straight line run (provided the camber and toe are adjusted accordingly). Also, it has a less chance of roll-over in cornering.
What I mentioned earlier was that you shall feel changes when the car hits pot holes on one side or under harsh braking.
