You need to first check what is the interest rate on which the company is financing you these cars. From the respective contributions you've posted it appears that the company is giving you small contribution and the rest has to be paid by you, hence that's why there is quite a difference between these two monthly installments. So obviously cultus contribution would be a lot lower than City as percentage wise lets say hypothetically the company may be paying 60% of cultus price, but for city that % drops to 30% and hence you've to pay double the contribution of that you pay for cultus. So the contribution amount could not be unfair and they are linked with price of car.
What you need to know is the rate at which the financing is being done. If the rate is higher than 6-8% , then it's too high and not worth paying that much for an expensive car like City, which would need bigger loan amount. But if you can afford 22k a month, then it's another matter.
Car wise, there is no comparison between cultus and city. It's comparing apple and oranges. City is a bit expensive to maintain, but it will give you less hassle, will boost your image (yes this happens in Pak!) much more than cultus owner, and you'll be happy with your purchase.
