Dear alifaisal79; Well you have got yourself into one tricky situation and hopefully your friend is the original owner of vehicle, now you need to follow these steps,
- First you have to go to police station and have to get the F.I.R of the lost/stolen original file.
- Armed with the copy of F.I.R you will have to give the advertisement in the national daily newspaper that you have lost your original file.
- Now armed both with F.I.R & copy of advertisement you will visit the Honda dealer and ask for the proof of ownership, that you did purchased the vehicle from them, as the original papers include the sale invoice, Honda will not give you sale invoice or copy of it, after confirming the record they have sold you the car they will give you the letter of TO WHOM IT MAY CONCERN, which will contain that xxx S/O xxx and resident of xxx is in fact the original owner of the vehicle which had following engine and chassis number.
- Now you will visit the Punjab registration authority office in Lahore and present them will all of the paper work gathered so far, and they will ask you to give another advertisement in daily newspaper.
- Then they will proceed with the further process with registration authority, in Pakistan there are actually 118 districts where a Vehicle can be registered, hopefully a list will be provided to you where through the register post a copy of form provided by the registration authority and the copy of letter from Honda Pakistan will be posted to every one of these fine districts registration entities.
This whole procedure is to ward off the forgers and to curb the fraudsters, and if any of these districts office is presented with a stolen or lost original file, that they do not transfer the vehicle on it.
- That letter is supposed to bind every district registration office to acknowledge and reply back within 15 days.
- After the return back from 118 districts, where they will state that they have no objection, now the district of Lahore ask you to take an oath from notary public and only then they will issue you a duplicate return file, which by the way will not contain the original sale invoices, or Form F & every paper will duly stamped with 'DUPLICATE' on them.

This is one of the most disastrous step take by the Punjab registration authority, due to which your vehicle becomes basically equivalent to a stolen property that can be very hard to get rid as you can not sale the vehicle without those papers, and the purchaser will offer you the sort of rate only a stolen item deserves.
