Here on the pictures above the tail light is NOT working or have malfunction.
Actually you are talking about flickering effect which is only with LED tail lights. Any high end car or for that matter any LED on any car may show this effect. Depends at what FPS you are recording. It will show this phenomena only on videos, still photographs may or may not capture this.
The output of light from an LED is a certain frequency in hertz. Let's say it's 30 Hz from the LED and the camera recording it records at a common 24 frames per second. Every few frames recorded by the camera will not be in sync with the light source and thus a "blinking" occurs where the camera caught the LED in between cycles. that's the reason when you see it with naked eye it OK but with camera you see flickering. Same effect goes with if you are recording a conventional CRT TV with your camera, you will see the flicking moving black lines across the screen in the camera. in LCD Monitors or TV, you will not see such effect.
