Here's a step by step guide to registering a new car in Islamabad. I'll pictures from post #2 onwards
1. PREREQUISITES
Here is what you must have before you visit the Excise and Taxation Office in Islamabad:
1. Your car's purchase papers. These are usually a set of 4 papers consisting of Verification and Customer copies. You need to submit ALL 4 papers in their original. As soon as you get these, get copies made ASAP for your own record.
2. A copy of your CNIC. You should cross this off as "FOR PURCHASE OF NEW CAR: ETO" to minimize abuse
3. An office file made out of thick paper.
4. You should note your car's chassis number down so that you can refer to it when ever required.
5. You should keep aside 2 days for the task; it is easier this way. You can do this in one day, if you split tasks with a friend or have lots of patience. For all day 1 tasks you don't need to travel in your new car
6. Keep some papers clips, a stapler and two ball points with you at all times.
7. Get copies of all documents you collect for your own record.

2. VISIT EXCISE AND TAXATION OFFICE (DAY 1)[/U]
The ETO is located in H-9 right next to Higher Education Commission (HEC). Get their early, before they open, around 8:45 am. As you will be armed will the appropriate information it should not take you a lot of time to get things done and there won't be too many there.
1. As you enter ETO you will see a small building right in front of you and two large poster to your right displaying all the information you need to get your car registered. You need to purchase a "new car registration application form" for Rupees 10 from Window "A" labelled in the picture. It is very easy to fill, enter your name, CNIC number address and that is it! Attach your CNIC copy and this application to the 4 invoice papers with paper clip.
2. Now climb the few stairs to the one window operation area. There are lots of 'one windows' here and you dont need to visit all of them to get your car registered; the odd thing is they don't follow a logical sequence. Any ways visit window labelled "1" (it has a white paper stuck to it that says #6 ETO INSPECTOR) and present your papers (4 invoice papers + CNIC + application). He will basically just look at you and sign and return your documents to you, pointing you in the direction of the window labelled "2".
3. Hand over all the documents to the gentleman sitting there (behind Window "2", this window has no official labels). He will take some time and generate two challans and form "F" for you. Read form "F" very carefully. Make sure your car's particular are correctly listed; especially Chassis number and color of the car (yes color!). The two challans will relate to registration fee and advanced income tax. He will tell you to go to the bank and present the car for inspection. He will also give you back your invoice papers, CNIC and application form. For new registration you DO NOT need to get any challan forms filled. You already have all you need. Make 3 copies of the registration fee challan and write the chassis number on the advance income tax challan. You need to write this number on the lower half of the form (where it says /234), on the left side. The picture below will tell you where
4. If you have a friend you can send him to the bank at this point, or simply go back home and do the rest of the stuff on day 2. I did the latter as none of my friends were willing to stand in the bank for me.
To summarize, by the time you are done you should have 3 brand new papers in addition to your application and invoice papers
1. Car registration challan (IT-32) -You need to make 3 copies of this
2. Income tax Challan (IT-31) -You need to write your registration number on this
3. Form "F" -This you will present later when your vehicle is being inspected
3. DEPOSITING MONEY IN THE BANK (DAY 2)
Here you have two options
1. State bank of Pakistan
2. National Bank of Pakistan (NBP), F-8 branch.
I opted for the latter as entering blue area is not the easiest thing to do with all the marches going on in Islamabad. Also if you time yourself right it does not take this long.
NBP is located in F-8 Markaz. If you know where Dainty Fast Food is, enter that area and follow it all the way to the back and the bank will be in view. Google maps can be your friend here as well.
Make sure you have enough money to pay the dues. Also carry some extra just in case the teller at the bank does not like your bills!
At the bank you have to complete two tasks. Get to the bank early, around 8:45 am so that you are first in line.
1. Get your self a PSID number for the Income tax challan. This is done at a window at the front of the bank. Once you have this you are ready to make the payment.
2. Now travel all the way to the back of the bank (follow the white line in the map picture below). You can walk to your righr across the vegetable shop/ dhaba and turn into the alley next to the shop. You will eventually come to the back where there are 3 windows. You need to stand in front of window 2. Present both your challan forms (registration fee with 3 copies and Income tax) and cash. After a bit he will give you back one of the copies of the registration fee challan form and a certificate of payment of income tax. Sometimes if their printer is acting up (i.e. not working) you might have to wait a bit. Before leaving the counter make sure you have a stamped copy of the registration fee challan as well as your Income tax payment certificate.
3. Now is the time to put the file you bought to use. Either pin or tie all the stuff you have collected so far in the file. This will include:
1. Car invoice papers (4 papers)
2. Your CNIC
3. New car application form
4. Car registration fee challan stamped from the bank
5. Income tax certificate
6. Form "F". Keep form "F"" at the top.
Get copies of all of these made for your record if you have not done so.
If you time yourself right all the bank work can be completed in less than 30 mins. Now back to ETO or more appropriately the car inspection area. Of-course now need to be travelling in your new car!

4. BACK TO ETO; CAR INSPECTION AND COMPLETING THE PROCESS (DAY 2)
[/U]The inspection area is not within the ETO premises. When travelling towards ETO office you will first reach HEC building. Just before the HEC bulding start there's a street turning left. There's a board there that says "HEC Visitor Parking or HEC parking". You need to turn inside and keep a look out for the ETO inspector board to the left (it is in Urdu).
1. Park your car there and present the file to the inspector. He'll take some time trying to find fault with the details in Form "F". You need to firm, but polite with him. He argued a good fifteen minutes over the color mentioned on form "F". I simply hand wrote the color on Form "F" and gave it back to him! He will write some stuff on it and give the file back to you.
2. Once you are done with it, go back to ETO and present the file to Window labelled "B" in the little building. You need to pay the gentleman 550 rupees for document scanning. He obviously will not be doing any scanning but will place a little blue receipt on your file.
3. Take the file, return to Window "1". The inspector will sign at the bottom of the application form you filled on day 1
4. Go to window "3" and present your file. He'll do some magic and will generate your registration information paper. He will probably NOT give you your number plates; you will need to come back later. The registration information paper will mention the date on which you can collect your car's proper registration. You need to go back on that date to get your registration.
And that is it. Pat yourself on the back. You have saved yourself some $$$. Treat yourself to a nice lunch or dinner or whatever takes your fancy. And thank you for reading a rather large, verbose post!
