In Karachi there is a very nice example of this - the road going into Gulshan-e-Iqbal from Fazal mills has U turns provided at about 1 km distance at least. so people need to go slightly the other way, get into the large U turn and get going on their way. The main road also has a bridge which has/had 3 lanes each.
Guess what awaam does - it drives 2 lane wide on the opposite side of traffic and then enters a U turn which is pointing the other way - completely screwing up traffic - when you ask one of them they ask - they say petrol/cng/diesel muftt ka hai he hum 1 km ultay jaaein.
so the best remedy for Pakistan is to remove all roads and signs and leave empty fields for people to drive in. You cannot teach rocks and boulders, they wont listen to you.
