Strange notification on my samsung galaxy s3. Android experts might be able to help

I get this strange arrow with a Minus sign on the top left corner for my phone. And because of that, I am not able to get notifications such as new messages, new emails, facebook notification, new updates etc. This sign wouldnt go. Ive restarted my phone, played with the settings but this sign just wont move. Can someone tell me what this sign means?

this arrow means your notifications are turned off, pull down the notification bar where you get all the wifi and gps etc , there would be notifications which are turned off!!!! sorry if it didnt worked!!!

Pull down the notification screen (swiping from top downwards). The shortcut options at the top has a `Notification` on or off icon. Click on that to turn it on. The minus arrow obviously means that notifiactions are off.
