    Take the one towering above that perilously vertical Pakistani art truck. It’s called Nanga Parbat and it’s the ninth highest mountain in the world. Also known as the Killer Mountain, its flanks have seen the death of a mountaineer for every four who have ascended its 26,660-ft peak. The highway is named after the Karakoram, the Western reach of the Himalayas, which span the confluence of India, Pakistan and China. Home to five of the fourteen eight-thousanders, the longest glaciers outside the polar regions and a vicious conflict between India and Pakistan fought in 20,000-ft mountain passes, it’s the perfect place for an epic road.

    It’s the highest point on the road and the highest paved mountain pass in the world, home to yaks, Chinese border guards and snow leopards. The road continues for another 300 miles on the Chinese side, passes more huge mountains, skates the Taklamakan Desert, then arrives in Kashgar.



    As you can imagine, driving its length is not a Sunday afternoon cruise on an Upstate New York parkway. For long stretches, the Karakoram Highway is a thin ribbon of a road blasted into mountain faces, crowded with trucks, taxis, motorcycles, 4×4’s and humans. There are landslides. There are avalanches. And in hot summers, meltwater from the glaciers floods the road.

    THE situation in Hunza is dire to say the least. Indeed, the lake, which has already taken a heavy toll on life and infrastructure of the region, even inundating a large chunk of the Karakorum Highway, now threatens to devour thousands of lives and hundreds of villages down the valley. But we are being told by Army engineers and the National Disaster Management Authority that the rock debris that is acting as a natural embankment would not break and water would just overflow it and go down through the spillway that is currently under construction. Only a breach may occur, they have warned nonetheless, which is a tacit acceptance of the possibility of the barrier’s breakdown.
    Their claim that the dam would not break is absurd because the debris that now constitutes this barrier largely consists of shale rocks and pebbles. Shale rocks are weak rocks and a water flow easily carries them away. The sheer pressure of water gushing from the glaciers in a downhill direction is like that of a bulldozer and it is only nonsensical to assume that this embankment would be strong enough to bear that.
    The engineers are also saying that the only option available is to rely on the spillway, which would slowly transport the water downstream without causing a major catastrophe. Unfortunately, this is too little too late. Given the huge size of the reservoir, which continues to rise about 2 feet per day owing to melting glaciers and rainwater, the water would be a little too much for the spillway to take. Experts have warned that the wave resulting from breakdown of the bank could be as high as 200 feet. If life and property is to be saved, human settlements and areas coming in the way of the stream should be evacuated. Secondly, in order to limit the damage, it should be ensured that Tarbela Dam is able to absorb the floodwater.
    Again this Hunza lake fiasco shows the laidback attitude of our rulers. Much before January, when the landslide occurred, Geographical Survey of Pakistan had warned the government to blow up the rocks through dynamite so as to prevent the formation of the lake. But nobody paid heed because no one seems to care.

    YOU ARE RIGHT THAT THE government SHOULD blow up the rocks through dynamite so as to prevent the formation of the lake IN THE JAN OR FEB.
    BUT IF IT WAS DONE AT THAT TIME THEN WHAT IS THE NEED OF NDMA AND HOW OUR SO CALLED POLITICANS WILL TOLD US THAT THE THEY ARE DOING THEIR BEST FOR THE PUBLIC, HOW AUTHORITIES CAN EARN MONEY IN THIS DISASTER?

    MEDIA BRIEF
    ATTA’ABAD LAND SLIDING INCIDENT
    1. Background. Village Atta Abad lies approximately 15 km east of Karimabad and 100 kms from Gilgit astride KKH and River Hunza. Around mid day, on 4 January 10, a massive land slide triggered in the area leaving 19 dead (all from Village Sarat) and seven injured. The slide blocked Hunza River and KKH, leaving approximately 25,000 population of Upper Hunza stranded and cut off from rest of the country. The Hunza River Blockage has resulted in accumulation of water upstream, resulting into creation of a vast lake and submergence of KKH.
    2. Latest Situation

      • a. Blockade.FWO was assigned the task for making 30 meters deep and 40 meters wide spillway cut in the blockage to facilitate flow of entrapped water from the lake. Work on the spillway has already been completed and all elements has been pulled out since 15 May 10. Current details of the lake formed by the landslide are as under:-


      • (a) Height of Water surface from River bed - 332.00 Ft


      • (b) Length of Reservoir 16 Kms


      • (c) Rise in last 24 hours 0.425 Ms


      • (d) Seepage of water 136 Cusecs


      • (e) Free Board 6.32 M


      • b. Based on the inflow in the River Hunza expected time of over flow is likely b/w 20-30 May 2010.


      • c. Upstream Area. Due to creation of lake following villages has been inundated and population shifted to safer places:-


      • (1) Ainabad - 32 (342)


      • (2) Shishkat - 69 (532) - 16 are likely to get submerge


      • (3) Gulmit - 5 (50)


      • Total 924 (Individuals)


      • d. Threat to Downstream Area. Based on the Dam Break Study conducted by NESPAK, Evacuation Plans has been prepared by the GBDMA. Basing on worst case scenario (dam bursts within one hour of overtopping of water). Following number of population centres and communication infrastructure are likely to be affected, for which a detailed plan has been worked out:-


      • (1) Population Centers


      • (a) District Hunza-Nagar 18


      • (b) District Gilgit 14


      • (2) Bridges


      • (a) RCC - 9 (Br at Ganesh and Hini most vulnerable)


      • (b) Suspension - 7


      • (c) Bailay - 1


      • (3) Blockage of KKH due to landslides etc

    3. Response by NDMA/GBDMA

      • a. Monitoring mechanism / early warning system has been established at the site / Hunza.


      • b. Boat operation has been cancelled due to safety considerations.


      • c. Army troops have been deployed in Hunza, Gilgit and Chillas to assist civil administration.


      • d. 2 x Helicopters (6 Aviation Sqn), 2 x MI17 (Army) and 2 x Helicopters of Agha Khan foundation has been / are being deployed to cater for any unforeseen.


      • e. Food / NFI provided to GBDMA. (4000 Family Rations Packets (35 Kgs each), 4 x Generators (2.5 kv each) and 2 Ton Medicines have been released by ERC).


      • f. Army Engineer Corps has been made responsible for maintenance of bridges.. Details of the bridges is as follows:-

      • i. Coordination Mechanism. To coordinate the response three tier command and control system has been devised. In that regard 3 x Control Rooms have been established at following places:-


        • (1) Control Room Hunza. Consist of DCO, Representative NDMA, FWO, NGOs and local community.


        • (2) Control Room Gilgit. Consist of representatives from FCNA, NDMA, GBDMA, FWO, INGOs/NGOs and notables.


        • (3) Control Room NDMA (Islamabad). Consist of Member Operations and representatives from INGOs/NGOs.


      • j. UNICEF is being asked to despatch 500 x Toilets for probable camps and potable water supply (treatment, storage & bowzer delivery) for upto 30,000 persons.


      • k. Evacuations


        • (1) Overall resp of evacuation and early warning lies with GBDMA, FCNA will facilitate local administration for the establishment of IDP camps, registration and management.


        • (2) Initially 103 Houses of Village Faizabad, Ahmedabad, Mayoon & Salmanabad were evacuated as a precautionary measure. In addition to above following villages have also been evacuated on 17 May:-

    Latest Situation

    • Blockade.FWO has completed excavation work on the spillway and has pulledout its elements since 15 May 10. Current details of the lake are as under:-
      • Height of Water surface from River bed - 340 Ft
      • Length of Reservoir - 16.5 Kms
      • Rise in last 24 hours - 0.27 Ms
      • Seepage of water - 153 Cusecs
      • Free Board - 5.32 M



    • Expected time of over flow is likely b/w 20-30 May 2010.



    • Upstream Area. Following villages have been inundated and population shifted to safer places:-
      • Ainabad - 342
      • Shishkat - 532
      • Gulmit - 50


      • Total 924 (Individuals)


    • Downstream Area. Basing on worst case scenario (dam breaches within one hour of overtopping of water). Following number of population centres and communication infrastructure are likely to be affected:-
      • Population Centers
        • District Hunza-Nagar - 25 villages


    • (including Atta Abad & Sarat)


        • District Gilgit - 14 villages
      • Bridges
        • RCC - 9 (Ganesh and Hini most vulnerable)
        • Suspension - 7
        • Bailay - 1



    • KKH. 22 Kms of KKH has submerged in the lake.

    Response by NDMA/GBDMA
    • Monitoring mechanism / early warning system established at the site / Hunza.
    • Army troops deployed in Hunza, Gilgit and Chillas to assist civil administration.
    • Boat operation cancelled due to safety considerations.
    • 2 x Helicopters (6 Aviation Sqn), 2 x MI17 (Army) and 2 x Helicopters of Agha Khan foundation has been / are being deployed to cater for any unforeseen.
    • Food / NFI provided to GBDMA by ERC (PRCS and FOCUS also contributing).
    • Army Engineer Corps made responsible for maintenance of bridges.
    • FWO made responsible for road maintenance.
    • UNICEF asked to despatch 500 x Toilets for probable camps and potable water supply (treatment, storage & bowzer delivery) for upto 30,000 persons.
    • Coordination Mechanism. To coordinate response three tier command and control system devised. In that regard 3 x Control Rooms established at Hunza, Gilgit and NDMA (Islamabad).
    • Evacuations
      • Overall resp of evacuation and early warning lies with GBDMA, (Army will facilitate GBDMA).
      • 4647 Individuals (558 families) evacuated from 25 x Villages of District Hunza Nagar and shifted to 15 x Camps.
      • 35% population of affected villages (14 in number) of District Gilgit have also been shifted to safer places.

    Future Challenges

    • IDPs Rehabilitation
      • Survey of IDPs concerning village Sarat and Attaabad completed and rehabilitation plan is in process.
      • Survey of IDPs concerning villages (submerged) upstream will be conducted once the water recedes.
      • Downstream villages which gets affected due to flooding of water (after the overtopping of the lake) would be carried out only on materialization of flooding.
    • Opening of KKH. A total of 22 kms of KKH has been submerged in the lake. After overtopping of the lake, once the water recedes, then detail survey for opening of KKH would be carried out.

      • Gilgit. 1216 Families (10124 individuals) have been registered as IDPs, out of them 854 Families (7404 individuals) are living in camps, whereas 380 families (2950 individuals) are living with relatives.
    • Federal Minister for KANA Mian Manzoor Ahmad Watoo and Chairman NDMA (Lieutenant General Nadeem Ahmed (R) visited the lake site, met with local community at Hunza on 19 and 20 May 10.
    • Prime Minister is visiting Gilgit/Hunza today (i.e.21 May 10).
    • Installation of Ropeways. 9 Engineer Battalion has completed installation of Ropeways at Ganesh and Hini Bridges.

    Extremely saddened for the people of Hunza. The GOVT has failed to take any step.... But neither our Nation has taken the matter seriously. I haven't seen a single Relief camp in Rwp/Isb thats just pathetic. As an individual what can we do? should we start a relief camp under name of Pakwheels?
