    Take the one towering above that perilously vertical Pakistani art truck. It’s called Nanga Parbat and it’s the ninth highest mountain in the world. Also known as the Killer Mountain, its flanks have seen the death of a mountaineer for every four who have ascended its 26,660-ft peak. The highway is named after the Karakoram, the Western reach of the Himalayas, which span the confluence of India, Pakistan and China. Home to five of the fourteen eight-thousanders, the longest glaciers outside the polar regions and a vicious conflict between India and Pakistan fought in 20,000-ft mountain passes, it’s the perfect place for an epic road.

    Stretching 800 miles between Islamabad, the Pakistani capital, and Kashgar, an ancient Silk Road city in China’s Wild West, the Karakoram Highway was constructed between 1966 and 1986, claiming a life for every mile.

    Leaving Islamabad to the north, the road winds its way toward Pakistan’s Gilgit-Baltistan territory. Between the towns of Chilas and Gilgit, it passes within 15 miles of Nanga Parbat, then snakes into ever more forlorn regions of Pakistan to top out at the 15,400-ft high Khunjerab Pass.

    It’s the highest point on the road and the highest paved mountain pass in the world, home to yaks, Chinese border guards and snow leopards. The road continues for another 300 miles on the Chinese side, passes more huge mountains, skates the Taklamakan Desert, then arrives in Kashgar.



    As you can imagine, driving its length is not a Sunday afternoon cruise on an Upstate New York parkway. For long stretches, the Karakoram Highway is a thin ribbon of a road blasted into mountain faces, crowded with trucks, taxis, motorcycles, 4×4’s and humans. There are landslides. There are avalanches. And in hot summers, meltwater from the glaciers floods the road.

    · On 4 January around mid day a massive land slide triggered in Atta Abad area, blocking HunzaRiver and KKH, leaving 20 dead and 8 injured besides adversely affecting 1500 people of Atta Abad/ Sarat and 25,000 people of Upper Hunza. Unfortunately an impression is being created as if the Govt has not done enough to alleviate the sufferings of the affected population of Hunza.

    · I wish to emphasize that ever since the beginning of the crisis, Federal Govt has been proactively involved not only in relief activities but simultaneously taking concrete steps to minimize the adverse affects of the evolving crisis. Various Govt Ministers and officials have been visiting the affected area to feel the pulse, assess the needs and oversee the response.

    · We have made an effort to reach all segments of the affected population in accordance with the difficulties being faced by them. These include the people affected due to the land slide, or those whose houses have been inundated, or those who have been stranded upstream due to the blockage caused by the lake, or the people who are living downstream who could be affected in case of a sudden dam breach.


    · I want to highlight some of the measures that have been taken so far:-
    Ø Compensation worth 10.7 Million paid to dead/injured.
    Ø Federal Govt allocated 100 Mn for relief effort to Govt of GB.
    Ø 751 heli and 3 x C130 sorties conducted to supply relief items and evacuate affected population at a cost of Rs 14 Million.
    Ø Spillway cut (24 Meter deep and 45 Meter wide) has been completed by FWO on 15 May 2010 costing Rs 80 Million, thus substantially reducing the risk to downstream population.
    Ø Early warning system has been put in place.
    Ø Evacuation of threatened areas against sudden outburst of water has been completed.
    Ø Helicopters placed at Gilgit for on going relief/ rescue operation.
    Ø Food support worth Rs 50 Million already provided by the Govt, additional food support worth 55 Million is in the pipeline.
    Ø Additionally food and non food support worth Rs 45 Million by PRCS, UN Agencies, Agha Khan Foundation and NGOs has also been provided.
    Ø I also wish to appreciate the support provided by Govts of Punjab and Sindh, and take this opportunity to appeal other provincial Govts, public and private sector organizations, NGOs and philanthropists to come forward and help the people of GB.

    · There has been criticism after my recent visit to Hunza as no special package was announced. You will appreciate that in the absence of a proper damage and need assessment exercise, announcing a package would have been premature. For this purpose I had deputed Chairman NDMA to conduct an assessment mission and proffer recommendations.

    · Accordingly Chairman NDMA remained at Gilgit / Hunza from 19 May to 25 May 2010,and interacted with all the stakeholders and has today submitted his recommendations. These recommendations have the ownership of Govt of GB as well, I am therefore pleased to announce the following:-

    Ø Rs: 200,000 per household will be given to all those who have lost their land (Cost effect: 100 Mn).

    Ø Rs 400,000 for completely damaged house and Rs 160,000 for partially damaged house will be provided (Cost effect: 200 Mn).

    Ø Livelihood cash grant of Rs 5000 per family per month for six months will be granted to those who have lost their houses (Cost effect: 15 Mn) to free them form livelihood concerns and allowing focus on construction of their houses.

    Ø Wheat and flour dumped by the GB Govt in Upper Hunza will be distributed free of cost to the affected population for two months in accordance with the existing scales (Cost effect: 4.5 Mn).

    Ø Additionally Rs 100,000 will be allotted to 171 submerged house owners of Ainabad, Shishkat and Gulmit by Pakistan Baitul Maal (Cost effect: 1.71 Mn).

    Ø Utility Stores Corporation will establish sale points at Gulmit and Sust immediately.

    Ø Provision of free food packages to affected / vulnerable population for next three months, especially those who have been cutoff due to blockage of access roads.

    · In order to implement this package necessary funds will be placed at the disposal of Govt of GB immediately. NDMA will provide all the assistance and support for efficient and transparent management and utilization.

    · I also direct Govt of GB to establish an Education Assistance Fund to finance the students studying outside GB for two semesters.

    · At the end I wish to reassure the Govt and the people of GB that we will do, whatever it takes, to alleviate the sufferings of the affected population in this hour of need.

    Latest Situation
    • Lake Details. Due to safety considerations measurement of free board has been stopped from 24 May onwards, approximate free board is 2 meters plus.
    • Expected time of over flow is likely b/w 27-29 May 2010.


    • Displaced Families / Individuals


    • Due to Land Sliding. 141 Houses (1652 individuals) of Village Attabad & Sarat displaced due to land sliding on 4 Jan. Need complete rehabilitation (land, housing and livelihood cash grant).
    • Due to Inundation. Following have been displaced due to inundation (starting from 10 January onwards till date). Their houses / land has submerged and damage assessment is possible only after the recession of water:-
      • Village Ainabad 32 Houses
      • Village Shishkat 101 Houses
      • Part of Village Gulmit/Hussaini 38 houses
      • Total 171 Houses
      • Grand Total: (including Atta Abad & Sarat) 312 Houses
    • Livelihood Means Affected
      • Shops - 127
      • Grinding Mills - 5
      • Furniture Works - 3
      • Hotel - 1
    • Due to Blockage of Access Roads. All the valleys upstream of the lake, to include Shimshal, Sust, Chupurson and Misghar, where no damage has occurred, but people are suffering due to no economic activity and non availability of items of daily sustenance.
    • Displacement as a Safety Measure. Evacuation of endangered population from District Hunza and Gilgit started from 15 May 2010 and has been completed. Their belongings are intact and safe, however the damage can only be ascertained after the overflow of water from the lake. Details of registered IDPs is as follows:-

    Latest Situation
    • Lake Details. Hunza lake has overtopped today, currently the outflow of the water on the spillway is 300 cusecs.
    • Lake situation is being monitored with Helicopter.



    • Displaced Families / Individuals


    • Due to Land Sliding. 141 Houses (1652 individuals) of Village Attabad & Sarat displaced due to land sliding on 4 Jan. Need complete rehabilitation (land, housing and livelihood cash grant).
    • Due to Inundation. Following have been displaced due to inundation (starting from 10 January onwards till date). Their houses / land has submerged and damage assessment is possible only after the recession of water:-
      • Village Ainabad 32 Houses
      • Village Shishkat 101 Houses
      • Part of Village Gulmit/Hussaini 38 houses
      • Total 171 Houses
      • Grand Total: (including Atta Abad & Sarat) 312 Houses
    • Due to Blockage of Access Roads. All the valleys upstream of the lake, to include Shimshal, Sust, Chupurson and Misghar, where no damage has occurred, but people are suffering due to no economic activity and non availability of items of daily sustenance.
    • Displacement as a Safety Measure. Evacuation of endangered population from District Hunza and Gilgit has been completed. Their belongings are intact and safe, however the damage can only be ascertained after the overflow of water from the lake. Details of registered IDPs is as follows:-

    • Relief items supplied through daily Heli sorties (751) and C-130 aircrafts.
    • NHA made responsible to restore KKH.
    • NESPAK completed Dam Break Study and its effects downstream and upstream.
    • Spillway cut (24 Meter deep and 45 Meter wide) prepared / completed through FWO on 15 May 2010.

    Current Response

    • Early warning system in place.
    • Evacuation of threatened areas against sudden breach of water completed.
    • Army troops deployed in Hunza, Gilgit and Chillas to assist civil administration.
    • Helicopters placed at Gilgit for relief operation. 163 x helicopter sorties flown from 20-28 May and transported 2246 x passengers and 26.59 tons of food/fuel/ medicines.
    • Army Engineer Corps and FWO made responsible for maintenance of bridges and KKH respectively. Installation of Ropeways at Ganesh, Hini, Tishyot, Khanabad and Shayan Nagar has been completed.
    • Sustenance of population through provision of food and medicines.

    Package Announced by Prime Minister (26 May 2010)

    • Rs: 200,000 per household will be given to all those who have lost their land (Cost effect: 100 Mn).
    • Rs 400,000 for completely damaged house and Rs 160,000 for partially damaged house will be provided (Cost effect: 200 Mn).
    • Livelihood cash grant of Rs 5000 per family per month for six months will be granted to those who have lost their houses (Cost effect: 15 Mn) to free them form livelihood concerns and allowing focus on construction of their houses.
    • Wheat and flour dumped by the GB Govt in Upper Hunza will be distributed free of cost to the affected population for two months in accordance with the existing scales (Cost effect: 4.5 Mn).
    • Additionally Rs 100,000 will be allotted to 171 submerged house owners of Ainabad, Shishkat and Gulmit by Pakistan Baitul Maal (Cost effect: 1.71 Mn).
    • Utility Stores Corporation will establish sale points at Gulmit and Sust immediately.
    • Provision of free food packages to affected / vulnerable population for next three months, especially those who have been cutoff due to blockage of access roads.
    • Govt of GB directed to establish an Education Assistance Fund to finance the students studying outside GB for two semesters.

    TROPICAL CYCLONE “PHET”
    Ø Backdrop. On 31 May 2010, tropical depression in Central Arabian Sea resulted into formation of tropical cyclone “PHET”. “PHET” struck Northeast tip of Oman coast last night and now lies over coastal areas of Oman and is expected to approach Pakistan coastal areas on Saturday evening and landfall on Sunday with associated storm surge.
    Ø Effects
    o Strong Wind. Strong wind (up to 100 km/ hr) is expected in the coastal areas on Saturday and Sunday.
    o Heavy Rains. Wide spread rainfall with isolated heavy to very heavy falls accompanied by strong gusty winds are likely in Balochistan coastal areas between Friday to Monday and in Sindh between Saturday to Tuesday.
    o Urban / Flash Floods. Heavy rains may cause urban / flash flooding in Balochistan and Sindh including Karachi.
    o Surge. Due to surge effects (waves up to 3-5 Meters high) Karachi city (areas near the coast) may experience inundation.
    Ø Probable Affected Areas
    o Balochistan. Coastal areas of Balochistan including (Jiwani, Gwadar, Pasni, Ormara and Sonmiani) are prone to Flash Flooding.
    o Sindh. District Thatta and Badin are prone to Heavy rains where as District Karachi including creek areas is prone to urban flooding.
    Ø Response
    o NDMA Cyclone Contingency Plan (08) has been operationalized. All relevant departments (i.e. PDMAs, DDMA of concerned districts) have taken requisite measures to avoid any loss of life / minimize damage to property.
    o All fishermen have been advised not to venture in open sea till further orders and those in sea are being evacuated by Pakistan Navy and Maritime Security Agency.
    o City District Govt Karachi has been directed to take all precautionary measures (including removal of dangerous bill boards, loose wiring etc) to avoid loss of life / property.
    o Pakistan Army, PAF, Sindh Rangers and FC Balochistan have been put on standby for action in aid of civil power in case of any unforeseen.
    o District Emergency Operation Centres have been activated of threatened districts, they have been directed to activate and take all necessary measures as per district contingency plans.
    o Irrigation authority has been directed to reduce inflow in irrigation system.
    o International Humanitarian / UN agencies including WFP, WHO and UNICEF have been requested to assist concerned authorities/ departments of Sindh and Balochistan.
