Saw the Mehran on the same day. I don't think that I have ever seen such a crashed mehran. Occupants must be very lucky if they survived. The rear of the car was badly crashed and only the front seats were spared.
I think that the mistake is of both, but yes Mehran was at clear fault if he didn't look before taking a U turn.
The U turn is of course improperly placed, and is dangerous for those coming out of the Pump as well as from the street at the right of the pump.
If you observe the speed limit on the road, 25 limit boards are placed a little farther from caltex petrol pump. If I am not wrong the limit should be in Km/hour. This means that the speed should be considerably low when someone is near Caltex.
I myself slow down when I come near that petrol pump. I have noticed that cars often come blindly out of it.
One another important thing is that When you are on the Road that leads towards Caltex on the left side, you cannot clearly see the cars coming out of it. A reason for this could be the improper location of the Tyre Place on the Exit of the Pump.
Farther away, on the same road is the Shell petrol pump. It has its Tire Center not on the Exit, but has it on the Entrance side but farther away on the inner side. So the Cars waiting for tyre service do not block the view of the cars entering or leaving the pump.
