well from the pictures I can see that there is no starter slab or if its there, its not proper. These girders are casted/ poured with concrete into form work where it is currently. When 28 days strength is achieved these are lifted and placed on transom/ pier and later stressed. Technically a good contractor and its also a requirement that.. a started slab is poured on well compacted ground. Just like a bearing plate to spread the dead load. Pathetic it was placed on foot path.
There should be proper drainage around it. Also vertical and horizontal steel pipe bars as you see for scaffolding are placed around it just for a support. Specially if your girders are in urban areas, these should be cordoned off. Well as I always see we don't have safety priority. In a other parts of the world, this is a big violation and the contractor can be sued for millions and work stop order immediately. Just to add technically the girder will now / should be rejected as well by a professional engineer.
