    Default New Rules for Transfer of Vehicles in Punjab from 1st July 2012 Onwards

    Ads were posted in all major newspapers by the Punjab Govt. today regarding requirement of a new type of Transfer deed with security features from 1st July onwards. The old transfer deed will be useless. In addition to that

    1. This new transfer deed can only be issued to the seller of the vehicle
    2. Each deed will have a unique serial number which will be recorded alongwith date of issuance. The deed will also have an expiry date (Maybe only one month)

    The implication of this new rule will be huge. There are thousands of cars out there which are being driven on open letters and have been sold many times without transfer. In such cases, it will be very difficult to trace the person on whose name the car is registered and request him to go to ETO office for issuance of the deed.

    well i have car on transfer letter so now the seller needs to get the new transfer letter which will issued by the ETO office of registration city right?

    Yes the seller will have to get the letter issued but I'm not sure if its from the same city of registration. Maybe other cities will be allowed as well. This is a big problem as I myself have to get my Lahore number car transferred to my name. There were some news regarding this issue in the newspaper today that people are asking why a grace period wasn't given.
    Lets hope the punjab government gives a grace period and makes life easy for us!!!

    hi\

    I bought a car from a guy in lahore on 30 June 2012, I was going to transfer it on 2nd July but before i went excise office i heard the news that old transfer deeds are not valid now. I m in confusion now what to do. should i ask the seller to provide me new transfer deed or can i get the new deed and get it signed from the seller? thanks for guidance.

    I have Islamabad no car, ID series. I have:

    1. Open transfer letter
    2. Valid NIC copy of owner
    3. Original book

    How can I transfer to my name without spending lot of money on "cha pani"?

    I went to Pindi on 14th July after reading this news. They said that old transfer deads/open transfer letters are not valid now and also previous owner has to be present at the time of transfer.... Any updates on this?

    Yes i myself read the news... i went to pindi Excise and Taxation office again today, but people over there are saying that they have no notification of extended date.

    Outstanding Rule no one should be ever allowed to use car's on open transfer letters. Car should be always be on your name.
    Speed costs money, how fast can you afford to go.

    Yes its a good decision. But whenever a new rule is applied notice is given in advance. The problem is with how this decision was implemented. On 1st july an ad was given that open transfer latter will be invalid from the same date i.e. 1st July. So now what should people like me do, who have to trace down the actual owner(in some cases car remains with 3 or 4 person without registration transfer) and beg them to come along with us to ET office.

    Did anyone have experience of availing this option of transfer till 31 july?
    because for me its also difficult to trace the owner, ....wont the agents be able to do it for you anytime as its pakistan -

    New book has a sticker only, no stamps. looks good, but can be counterfeited easily.

    Can anyone tell me what is the latest, can i use the old process to transfer a car before 31st July. Would i have to go to excise office if i sell it before 30th July ?. Please let me know the current procedure and required documents (before end of July).
