He is right, stay away from these vehicles. I am the victim of saving a few bucks and went after such a car and now tense about the whole high court order etc. However registration of these cars is still going on in the registration offices. Just talked to an agent today and most likely I'll get my car registered by Tuesday in shaa Allah. Its because court has ordered FBR to impound such cars. Now FBR has to send the notice to Excise and taxation department to stop registration of these vehicles. But I met an FBR official who clearly said that they have no intension of impounding these cars or issuing orders to stop the registration, instead once they get the copy of the detailed court order they will file the case in Supreme Court against it becoz it was the SC which had suspended the order of not legalizing these cars in the past and had given green signal to FBR.
If u have already bought such a car then simply go to registration office and submit the papers. However most likely you'll have to hire an agent for it. Here comes another hazard. Usually agents charge somewhere between 1800 to 2500 for registration of normal vehicles. But after IHC decision they have created a false impression that these cars can't be registered due to court order and try to charge u with at least 8 to 10k for it. Same was told to me by an agent today k "Sir buht paisa lagana paray ga bla bla bla". When I told him that IHC hasn't even issued the written detailed order, and that I had already been to FBR guys and know that these cars are still being registered so don't **** with me. To this he tried negotiating his charges down to 5k. I said I'll think. In the evening he called again saying "Sir papers kisi aur ko na dena, me 3k me karwa du ga."
Now regarding papers, different custom houses have different formats for clearing these vehicles. For example I saw the papers of the cars which were cleared from Peshawar side (KPK). It included
1) a custom clearing certificate,
2) original challan form showing that the tax had been paid, and
3) an NOC in the name of the ETO of the city where vehicle is to be registered. This NOC will be verified by Excise and taxation office from collectorate in KPK.
The car that I grabbed is cleared from Custom house Quette (Chaman, Balochistan). Its papers include
1) a custom clearing certificate,
2) original challan form showing amount of tax paid, and
3) a Delivery order giving the complete vehicle detail.
The copies of these will be sent to Collectorate in Quetta for verification. They in return will send back the NOC to the Excise and taxation office of the concerned city.
I don't know about the rest of the cities but like I said all have their own routine.
Plz keep on mind the following:
1) get the documents verified from the office where they have been cleared from, no matter whatever resources you have to use.
2) Read the documents carefully, my car's chassis number was printed wrong on the papers and I sent them back to the person I bought it from for correction. Usually the mistake is minor, for example in my car's case "S" was replaced with "5".
Rest like I Meh1 said, if u haven't bought the vehicle then stay away from it.
