The government of Balochistan has introduced a new 8 percent sales tax on rent-a-car and automobile rental services, a move that could slightly increase travel and mobility costs for consumers and businesses across the province.
The tax will be enforced by the Balochistan Revenue Authority (BRA) under amendments to the Balochistan Sales Tax on Services Act 2015 introduced by the Finance Act 2025. Rental service providers are now required to register with the authority and submit regular tax returns.
New Tax for Car Rental Businesses
According to Dawn, all companies offering rent-a-car or automobile rental services in Balochistan must register with the BRA and start paying the newly fixed 8 percent sales tax on services.
The measure expands the provincial tax net and aligns rental services with other taxable service sectors under provincial tax laws. Sales tax on services in Pakistan is typically collected by provincial authorities, following the constitutional framework introduced after the 18th Amendment, which gave provinces the power to tax services.
Mandatory Registration and Compliance
The BRA has instructed all rental businesses to complete registration and file tax returns within the prescribed timeframe. Authorities have also warned that failure to comply could lead to penalties or legal action.
To enforce the rule, special inspection teams are reportedly visiting commercial hubs across the province to identify unregistered rent-a-car operators and bring them into the tax system.
Why is the Government Increasing Sales Tax
Officials say the policy aims to increase provincial revenue and support development spending, including projects in infrastructure, healthcare, and education.
Since sales tax is an indirect tax, businesses typically pass the additional cost to customers through service charges. In practical terms, rental prices for cars, often used for tourism, corporate travel, and government contracts, could rise modestly.
What It Means for Consumers
While the tax targets rental companies rather than private vehicle owners, it may still influence rental prices in cities like Quetta and tourist routes across Balochistan. Businesses operating without registration are expected to formalize operations under the new rule.
Rental firms operating in the province will need to align with BRA regulations or risk penalties, while customers may eventually see slightly higher rental rates.
