The Federal Board of Revenue (FBR) has updated the customs values for importing spark plugs into Pakistan. Through Valuation Ruling No. 2032 of 2026, the government has adjusted the fixed prices used to calculate import duties. This update replaces the 2025 ruling to better reflect current global market prices.
The decision comes after meetings with major stakeholders, including the Pakistan Automobile Spare Parts Importers & Dealers Association (PASPIDA) and local car manufacturers like Indus Motor Company.
New Prices Based on Origin and Quality
The FBR has now categorized spark plugs more clearly to ensure fair taxation. The import duties will vary depending on whether the plugs are high-end Iridium-tipped or standard, and on where they are manufactured.
- Premium Brands: Spark plugs from Japan and Europe will have higher customs values.
- Budget Options: Plugs imported from China and other regions are priced lower.
This system is designed to stop “under-invoicing,” a practice where importers declare lower prices to avoid taxes, while ensuring that genuine spare parts remain available in the legal market.
Why Prices Are Being Adjusted
The previous valuation was over a year old and no longer matched international trading prices. Importers complained that the old rates were making it difficult to do business legally, which often leads to an increase in smuggled, low-quality parts.
To fix this, the Directorate of Customs Valuation conducted a market survey and reviewed the import data for the last 3 months. The goal is to keep vehicle maintenance costs stable while ensuring the government collects the correct amount of revenue.
