Q. What is gift scheme? How is a car imported through gift scheme?

Ans. Gift scheme was introduced to allow overseas Pakistani’s to export the vehicle to their family. Under gift scheme, passenger cars excluding 4×4 vehicles and pickups/trucks/buses can be imported to Pakistan. The car should not be older than three years from the date of manufacture (36 months). Moreover, a person willing to import his/her car to Pakistan must have stayed a minimum of 700 days outside Pakistan during the immediately preceding three years from the date of application. Through gift scheme, Car can be gifted to a family member (who is a permanent resident of Pakistan) i.e.

  • By Parents to Children (adult)
  • By Children (adult) to Parents
  • By or to a spouse
  • By sister to sister
  • By brother to brother
  • By brother to sister or vice versa

Q. I am shifting back to Pakistan. Can I bring my car from abroad?

Ans. Yes, it is possible for an overseas Pakistani to bring his/her car to Pakistan through ‘Transfer of Resident Scheme’. The vehicle being imported through a transfer of resident scheme should be a passenger car excluding 4×4 vehicles, buses, vans and trucks. The car should not be more than three years old from the date of manufacture. Moreover, the importer should have stayed a minimum of 700 days outside Pakistan preceding three years from the date of application.

Q. Is it possible to import a car older than three years?

Ans. Legally, it is not allowed to import a car that is older than 3-years, calculated from the date of manufacture. However, the age limit for buses, trucks and other HTV’s is 5-years.

Q. I went abroad one year ago for studies, and now I am returning after completion of the study. Can I bring my car along?

Ans. A student who was receiving finance from Pakistan during his/her stay abroad is not eligible to import a car in terms of condition-2 of Appendix-G of Import Trade and Procedure Order. If you were not receiving any financial aid from Pakistan, you are eligible to import your car to Pakistan. The clause states, “A student receiving remittance from Pakistan during his stay abroad is not eligible to import a car.”

Q. What do I check before buying a Japanese car?

Q. Is it possible to import a car without an engine?

Ans. Yes, it is possible to import a car without the engine. However, the same policies and import duties would be applicable.

Q. What if I do not pay the import duty of my car at Karachi port?

Ans. There is a time duration of 3 months from the unloading date to clear out your outstanding import dues. On completion of 3-months, the car is put up for auction. And if the car is sold after the it has been put up for auction, the importer can get it cleared after paying port fines.

Q. What if the car gets damaged during shipment from Japan to Karachi?

Ans. If you are importing a car yourself, you can hire an insurance company to claim any kind of damages during shipment to Karachi Port. The damaged part can be claimed at Karachi Port after the arrival of the car. Apart from the car auction, some Japanese car export companies also provide insurance facility.

    If “I” went abroad, who is “he” whose bringing “my” car along? For how long must the car have been in “my” ownership to allow “him” to bring “my” car?
    Is it copied from somewhere?

    Quotation: “in 90% of the cases, the auction sheet presented by car dealers is replicated”

    1. What is the source of this figure = 90%? Is it authentic? How authentic it is?

    2. Replicated? Do you think it is the correct word to use here? Or do you want to say altered, manipulated, fabricated or some other word to the effect that the auction sheet is meant to cheat?

    What about the 700 days’ requirement in this case, as visa for one year study is technically only 10 months = 300 days?
    The quotation mentions “his”. What if the student is female? Same rules apply or different?

    What does remittance include? Scholarship from home country? Or even pocket money sent by family members? Monthly expense sent by sponsor?

    Quotation: “There is a time duration of 3 months to clear out your outstanding import dues. On completion of 3-months, the car is auctioned to a third party.”

    This wording does not make thing clear. When does the time duration start? From docking of ship? From unloading date? Again, the better wording could be that on lapse of 3 months without clearing, the car is auctioned. What if the car has been written for auction but has not yet been auctioned?

    Quotation: “Legally, it is not possible to import a car which is older than 3-years from the date of manufacture. However, the age limit for buses, trucks and other HTV’s is 5-years.”

    Please reconsider your choice of words and add some necessary detail. “Legally it is not ALLOWED”. What does “older than 3 years from date of manufacture” mean? Does it sound completely absurd and meaningless to you or am I a dunce at grammar? Maybe you wanted to “3 years calculated from date of manufacture to date of _____”. What date should be filled in the blank? Date of arrival of ship? Docking of ship? Date of purchase of car? Date of sailing of ship from port of origin? Date at which car was registered with custom as “arrived” which could be a few dates ahead of unloading?

    How will 3 years be calculated? What for a car whose date of manufacture is mentioned in months’ format like Jul 2013?

    Editorial team should see how to make it easier to discuss. Now the questioner do not have question numbers, it is difficult to quote from which question the commentor wants to ask.

    This is a topic which would get ten thousand plus views and will keep getting views through searches far in the future. Why not put extra effort to improve it before publishing?

    Clarification:
    The import trade and procedure order as well as the import policy order by Federal board of revenue does not clarify this question either. The clause just states that “A student receiving remittance from Pakistan during his stay abroad is not eligible to import a car”. However, this query can be clarified from the FBR officials.

    2. Quotation: “There is a time duration of 3 months to clear out your outstanding import dues. On completion of 3-months, the car is auctioned to a third party.”
    This wording does not make thing clear. When does the time duration start? From docking of ship? From unloading date? Again, the better wording could be that on lapse of 3 months without clearing, the car is auctioned. What if the car has been written for auction but has not yet been auctioned?

    Clarification: From the date of unloading . Once the car has been written for auction but not auctioned, the owner can still clear out his/her outstanding dues with heavy fine and port rent charges levied.

    3. How will 3 years be calculated? What for a car whose date of manufacture is mentioned in months’ format like Jul 2013?

    Clarification: 3 years means exactly 36 months. In case of Jul 2013, 3 years would be 1st July 2016.

    From what I understand, the “date of unloading” is the most important term. The age of car, the 3 months time to pay the import duty, etc. everything is calculated back or forward from this date? Am I right?

    A list of important terms can be made. This could become another evergreen article.
