The Punjab government has begun preparations for Pakistan’s first fully underground metro train project, known as the Blue Line, aimed at improving urban mobility in Lahore. The project is currently in the planning and feasibility stage, with authorities accelerating design and technical studies.
Reports say the new metro corridor will offer a modern mass transit option for thousands of daily commuters while helping reduce traffic congestion in the city.
27km Underground Route
According to early plans, the Blue Line metro will run entirely underground from Valencia Town to Babu Sabu Chowk, covering approximately 27 kilometers.
The proposed route is expected to pass through several major areas of Lahore, including:
- Johar Town
- Faisal Town
- Garden Town
- Kalma Chowk
- Gulberg
- Jail Road
- Ferozepur Road
- Wahdat Road
- Allama Iqbal Town
These locations represent some of the city’s busiest commercial and residential districts.
Capacity and Timeline
Authorities estimate that the Blue Line will be able to transport more than 250,000 passengers per day once operational.
If the project receives final approval and funding, officials expect construction to be completed in around three years.
The project cost is estimated to exceed Rs. 600 billion, with international financial institutions from China, Japan, and France reportedly showing interest in supporting the initiative.
Shift to Fully Underground Design
Earlier proposals suggested that only part of the metro route would be underground. However, planners have now decided to build the entire corridor underground to minimize disruption to Lahore’s road network and urban infrastructure.
Fully underground metro systems are commonly used in densely populated cities where surface space is limited and traffic congestion is high.

The Punjab government has directed the transport department to fast-track the feasibility study and design work. Once completed, the final report will outline the project’s cost, financing structure, and construction timeline.
If approved in upcoming development budgets, the Blue Line could become Pakistan’s first completely underground metro rail system, marking a major step in the modernization of Lahore’s public transport network.
