Punjab to get state of the art Vehicle Inspection and Certification Centres (VICS)

In its latest move to allow only the fittest vehicles to commute on the roads, Punjab government has made it mandatory for all vehicles to pass the vehicle’s inspection test by the end of March 2019.

A Swedish company, Opus is going to set up a state of the art modern vehicle inspection and certification (VICS) facility that will only pass the vehicles which are fit to commute on the roads. With this, Punjab will get rid of its old transport inspection system. The company has already acquired land in Rawat at Grand Trunk Road (GT Road) and will soon start its operations. This certification facility will be inaugurated once all the arrangements for the inspection and certification of vehicles are finalized. The company’s centres are already operational in Lahore. In addition, Opus Inspection is going to set up as many as 39 VICS across the 36 districts of Punjab.

You must be wondering what this inspection and certification have to offer and how will it take place. The new inspection system will inspect all the cars, buses, cabs, trucks, etc. and then issue a respective certification to each vehicle. The 7-step inspection procedure based on international standards will include the following:
• Visual inspection
• Brakes inspection
• Alignment inspection
• Suspension verification
• Emission inspection
• Headlight inspections
• Vehicle Noise inspection

In this regard, the transport department has fixed a separate inspection fee for each vehicle falling in its respective category. The fixed fee structure is as follows:
• Transport vehicles PKR 1080
• Delivery vans, motor cabs, rickshaws, motorcycle rickshaws PKR 720

The certification will expire after a period of six months after which a renewal fee will be charged which is mentioned below:
• For HTV and LTV PKR 540
• Delivery vans, motor cabs, auto-rickshaws PKR 450

It is pertinent to mention here that the government has introduced this new inspection system in a bid to reduce the number of road accidents. After the implementation of the system, no transport vehicle will be allowed to continue its operations without undergoing the Opus inspection test. The government is confident that the new system will ensure road safety and reduce the casualties occurred in case of accidents. Moreover, the transport department will make maximum efforts in bringing all the vehicles under the certification. Note here that VICS is divided into three categories of stations which include:

• A-type station:
The first type of inspection and certification station would test all the Light Transport Vehicles (LTVs) and Heavy Transport Vehicles (HTVs). Currently, the plan includes setting up of two A-type stations in Rawalpindi including one in Rawat,
B-type station:
The B-type station would be inspecting only LTVs as it would have a single inspection lane. These particular stations will operate in Rawalpindi, Attock, and Jhelum.
C-type station:
C-type of stations will be in the shape of a mobile unit and the stations will inspect both HTVs and LTVs. The facility will be set up in Chakwal initially.
