Well as it turns out I was right, well in a sense I was right. Did the test again, drove very "politely". Never crossed hundred, no lugage, no passengers, kept RPM under 2.5. After 120 KMs the petrol added was 4.9 Liters only. (GT Road, Rwp - Mirpur)
However on Motorway the car drank petrol 15 KM/ltr.
I think the outrageous mileage with "polite" driving can be attributed to the PSO petrol pump in Mirpur. Maybe they are pumping in more Gas. So if you ever visit Mirpur don't forget to fill up your cars from the main PSO pump. Might as well bring 2,3 drums with you and fill them up as well.
Btw with normal driving on highway the car does b/w 18-20 on highways.
