Default Removing The Air Filter Blockage

A friend of mine has City 2004 i-DSI, and cng is installed. because of recent cng outage he is left with no chice but to run his car on petrol as every other person. He is getting around 15 kmpl and seeks improvement in fuel consumtion.

the querry is if he removes the cone inserted in air filter pipe to reduce air for idling on cng, would improve the consumption ?
if yes then by how much margin

    regards,

For want of modesty is want of sense.
    comsian.
