Default Can we put pad lock at the bottom of Honda City steering shaft??

I wanted to know if we can put a pad lock at the bottom of steering shaft near the brakes and clutch padels? I have seen people putting pad locks at the bottom of steering in Mehran and other suzuki cars and works very well as anti thefting security measure. I just wanted to know if we can do the same thing in Honda City Model 2004?? Thank you

Isn't the city itself comes with a steering lock? :/
I have a city EXIS with "built-in" steering lock.

yes mehran has steering lock ..... but then again a question which often worries me is that why cars have immobilizers when they have steering lock.....?? ..... people use china wala taala or some american lock in steering shaft because it is difficult for thieves to reach there and cut it and there is also a possibility for thieves to cut steering rod in the process if u use a lock of appropriate size ... (as told to us by many elders)

so if city doesn't have that steering cross then what are the theft deterrents for it besides insurance ? we are planning to get on by the end of this month...
