You can't get it dry dented anyway.

Just follow what Honda people has said. That's the only solution.

Second option is drilling holes into the panel and pulling it out followed by repaint.

This can't be dry dented. Cutting the panel is a lengthy procedure. Even the holes is an old technique. It is much by welding a metal hook perpendicularly to the panel and then pulling it out, later cutting that hook once it's out. That's how my denter takes out such things.
Attaching a few close reference images of the procedure. My denter welds a metal wire perpendicular and makes a hook sort of thing at its free end, then pulls it out. Later cuts the welded wires, grinds and prepares the area for paint.

TBH Bro never go for denting or painting as it doesn't effect on the car's beauty offcourse it does but not that much if this dent was somewhere else like doors, bonut or trunk.I suggest you to drive it as it is as people here don't have any idea they just need to listen if the part of the car is repainted or not.they don't care if there were an accident or there was just a small scratch all they care about is if there is any piece of the car has been repainted or not so if i were you i would never go to the dry denter or get it repaired by honda.just an opinion otherwise its your car bro

This is a footboard/underbody panel and even the dealers in local market don't count this as a not TOTAL JENUIN along with bumpers. This non repaint policy should go away for personal usage cars. The car should look perferct all around rather than a dented car which looks horrible but has the tag NON REPAINTED.
So what if it's losing even 50,000 at the time of resale because of a painted fender or door. Atleast it was used clean. It's better to keep the car for yourself and use it for yourself since you have paid for it and it's yours, so why keep driving a dented car just for an unknown future buyer.

What he said. I had a similar issue on one of the cars and even though it wasn't a honda, I took it to Honda North in Peshawar and they did the same thing, welding hooks and then pulling it out. They also had the color code for the vehicle and after it was done, you could not tell the difference. They even gave me a small sample of the paint. Total cost was 3500.

These hooks are welded and then pulled, they pull the dented portion along. Then these hooks are cut off once the dent is straightened out. Further grinding and paint job is done and it feels like it was never there.
The painter i get my work done is behind Main boulevard DHA.

OP, I would follow up what arkhitekt said and get it done the way he showed in the pics.

I had similar damage to a 2010 city, honda gateway cut it and replaced that piece. You can tell that something happened, so I would avoid doing this procedure if possible.
