Default Honda City 2005 - 9KM/ltr Fuel Average

I recently bought a Honda City 2005, 128k on the odo. I have a IACV issue where the RPM drops when car is idling and A/C is switched on.

However, this post is related to my fuel average. I am getting around 9KM's per litre of normal fuel. I was expecting around 14 - 15 KM's per litre.

Things I am considering to do:
    1) Get my Fuel Filter Changed
    2) Cleaning of Fuel Injectors
    3) Using a bottle of Fuel Additive for eg: LiquiMoly Fuel System Treatment or STP 5 in 1, etc

I would appreciate if someone can point me in the right direction. I am a new driver too. So changing gears frequently should be kept in mind too

Please make sure car has its genuine L12 engine
look for engine number on the block

maybe the car has a swapped engine
Life is short and very unpredictable just like a Quarter mile .....

Engine is not swapped. The car has its factory fitted engine. I've checked and confirmed it already.

    Throttle servc
    Iac valv service

    Change plugs if required

I got the car recently tuned, throttle body cleaned tappets checked, plugs cleaned, oil changed, oil filter changed, air filter changed. Fuel filter wasn't changed. I am thinking of getting that changed and Fuel Injectors cleaned.

    Your using the right oil
Try getting the fuel filter replaced and also get the spark plugs replaced if you have the normal copper ones

Well I visited a workshop today and asked the mechanic to replace the fuel filter. The mechanic told me that the fuel filter is located inside the fuel pump and he can't replace it. Maybe he was reluctant.

Is he right? Or the fuel filter can be changed?

Yes the both the filter and pump are in the same assembly/housing
You have to buy the assembly and install your original fuel pump in it and put it back in
Their are a few videos on YouTube on replacing fuel filter in honda fit/jazz which shows the complete process
