Default Which city model has highest mileage?

Since 2000- till now 2016. Which city has the highest possible mileage per liter.

Theoratically or experimentally or in some kind of challenge of mechanics where they tweaked it enough to get more mileage.

By far i have heard city 2007 had the highest mileage.
26.5 km/L with 4 people inside and FULL ON A/C.

OTHERwise normally it gives 12-15 km/L. How so?

I am thinking of buying the 2007 idsi one. If i ever find the good condition.

I was looking for this as well as i am a bit confused in selecting between Aspire 1.5 and City 1.3 Prosmetic. I am not sure which has a better fuel average. Although i have heard that aspire 1.5 has better average i.e. 14-15 Km/L where as City 1.3 gives you 11-12 Km/L. Not sure about it..
