Is it a carby or EFI, ?
if EFI then wash your thorotle body and if the kit is 1 year old then kit and cylinder needs to be washed as well.
if its carby then only kit and cyliner needs to be washed (only in case if you are using'em for more then a year or so) but if kit is newly installed then this might be a adjustment problem.

I guess 98 city was carby
Qaiser Pal,I have not failed. But found 1 of 10,000 ways which doesn't work.....Toyota driver "I couldn't repair my brakes,so i made my horn louder"..When i was born i was so surprised that i didn't talked to one and half year..since light travel faster then sound, people appear bright until you hear them speak..If u can't convince them, confuse them

I kept Honda City 99 with cng for one year and then sold.In my opinion, first get your car tuned on petrol by a good petrol mechanic then take it to cng workshop. Ask them to service the kit and cylinder if not done since one year. then let them tune. Moreover, plugs and plug wires need to be examined.Air filter condition and air blockage for optimum output is also important.
