These models have a issue of a faulty hand brake cables. They need to be replaced.
Get over the fact that Xli lacks power windows, Its an Xli because it lacks thoose features or else it would be a Gli or an Altis if had all the goodies.

I believe it is a design issue. I used to have the same problem with my 2001 civic and now I have 04 model and it has the same problem. The only solution is to change both parking cables but still they are not as effective as my old 97 civic.. It require lot of force if you want to lock the tyres even with genuine brake leathers & cables...

It actually works fine on the same model year civics here, and I remember how tough they were on our '04 Civic back in Pakistan.

I have same problem but because mine is auto and you can't remove the keys till it is in P mode so it's kind of okay.

There was only one case when i pulled the hand brake all the way up, hopped out to open the driveway and it started to move after couple of seconds, was close call .

you need to adjust it properly, its an auto adjust system but needs the cables to be slackened first at the adjuster in the car, the handbrake lever raised 2 clicks and the brake adjusted to the shoes just start to bite (slight drag) - when you will release the wheels should be free - now get and drive around the car to make the auto adjusters work - recheck wheels at 2 click position - they should feel a little more tight than before; now adjust the cables inside the car - your handbrake would be working properly. The critical point is that the auto adjuster should be free and not jamming, the auto adjuster clicker should also hold it steady - bend to shape if necesarry
