i have faced the same situation once in civic 97 and resolved it successfully.reason of this problem could be a bad vss sensor, bad vss connector or a blown fuse of vss sensor and charging system.this car has a single fuse for alternator and vss. Also a busted speedometer can be a reason.first check check if battery is getting charged using battery meter.if charging then rule out fuse thing, second check the grip of vss sensor.giving current, shorted or whatever.if working properly then check vss itself.if you are in lahore give me a call will guide you.

Can someone tell me how to adjust the RPM needle? I removed it to clean the meter. And I think it is out of calibration now.
