    The cable won't help you much. OBD2 scanners which supports OBD1 with standard 16 pin connector will require this cable but this Honda 16 to 3 pin adapter cable and Toyota 22/17 to 16 pin and more like these manufacturer specific cables are already included with those high end scanners like LAUNCH etc.
    I have also this 16 t0 3 pin connector cable with me which I have attached to the 3 pin dlc connector of my car so that whenever I want to scan the codes I don't need to look under for the connector. I bought it from the user Sufwan Sarwar fro ~ 1200 rupees in Islamabad.
    The least expensive OBD1 scanner for Honda in my knowledge is MVCI (don't exactly remember the model no.) around 14K. There are also available many other which run on pc/laptop windows based,but window application can't be run on android/mac tablets.
    If you can somehow intercept and correctly interpret the output PCM stream of the ECU you can develop a android application of your own.

    the OBD-1 tap to OBD2 DLC is useless in this case of Honda civic 2000 model year, for that car its best to use a hand held scope and a sensitive dmm to resolve issues.

    The check connector at best can only show a live fault - its not as smart as you think it is and OBD-2 will at best just read off the scan codes which you can read for free in that car already.

    shabbir bhai main nay tu srif tablet per android torque app use kerni hay is kay liye tu kafi ho ga na ? (elm 327 & cable)

    aur yeh 1200rs ki kahan say cable le kindly address bata dain

    and second reason i need this cable because honda center rawalpindi dont have 3 pin to 16 pin connector

    Yes reading the DTC(s) from the CEL is a cheap way of finding and clearing the problems in this car, done by shorting the two pin connector next to this three pin DLC connector.

    Unfortunately this scanner will not work with civic 2000 or any other OBD1 compliant car.

    it doesnt tell you as much as you want to see in proper obd2, you can go ahead and try but you would need to inject power, ground and simulate a K signal. The max you get is you see fuel trim - but Pakistani civics used a trim pot in the footwell instead of o2 sensors so that is a blind wall too.
