Default civic 2002 prosmetic rpm issue

Aoa dear fellows want to have solution for this problem that exhausted me . Car running on petrol. Always got serviced from honda 3s. When running on smooth road when accelerate to 100km/hr and stay there stable the rpm drops to 2500 but suddenly a little push and rpm jump to 3000 while speed remaining at 100 stable with my stable acceleration. Then car moves 500rpm plus which ever speed u like. Can only be reveresed if stop the car and neutral it and give two hard push to throttle which on park is staying a little bit high then its standard position and after 2 paddles it comes to its position back and then car returned to normal behaviour. When ever tunning done one day excellent drive next day this problem starts and mostly occurs in cold weather or when car is not properly warm up. I got almost everything changed even throttle . If anybody thinks its throttle issue I can rechange it but what else should do

    its vti 2002 prosmatic
    following things already done
engine several times tuned by honda 3s
new air filter ,plugs and throttle changed and serviced
gear swapped with an other vti got same problem
ecu changed with vti same response.
Accelerator wire changed with new one
    generator serviced
engine is in perfect condition no problem at all

all gauges are showing normal warmup and stand alone rpm before moving in good

the only thing i understand is it happens mostly when engine is cold or early morning
when throttle serviced it drive like new car for a day then again this problem starts less on warmed up car.

Should i change the throttle again????
