Although I never got these figures myself on a civic but got 15-16 so I think 19kpl is pretty much achievable.
True.... i myself achieved 18.58 km/l on civic 01-02 exi...on motorway...from rwp to fsd....keeping speed under 100km/h...if i calculate city driving n motorway it comes to 14.5 to 15.5 km/l....so i have no doubt about the outstanding mileage of civic, particularly this model....

Even my accord 96 with old tech 1.8l engine gives 13.5 to 15 km/l on motorway ....remember its 750lb heavier then civic n eng diff is only 300cc.

Civic 2001-2006 drinks more fuel than a 8th gen Civic.
Exi 2005 manual in top notch condition 60k driven was not able to deliver more than 14km/l on a 1000km continuous drive. On the other hand 1.8 Manual civic fully maintained with 90k on dial delivered 16km/l on same route with 5 ppl on board and trunk full of luggage. Exi only had 2 persons and only 2 bags of luggage. Personal experience.
Also im getting 12-12.8 km/l from my manual 1.8 in local driving with normal + light foot. Exi only delivers 10-11 km/l.

I can't seem to find a logical reason to such decline in economy.

I can suggest rechecking your economy without AC since 12kmpl wth AC seems pretty normal.

19+ is very good. I can get 18+ on my 96 Civic Exi if I keep it below 100 on the highway.

As for the increased fuel consumption with AC, it could be due to internal wear and tear within the compressor, which is causing it to put too much load on the engine. Things to check first include compressor clutch bearing, idler pully bearing and check for noises within the compressor itself
Never argue with an idiot, they drag you down to their level and beat you with experience.
