that is too much, my altis 1.8 2007 does 10-11kmpl. Take it to Honda Dealership near to you and get all problems scanned out and use OEM plugs which are Iridium in this car many people put denso copper ones which are not for it and use good engine oil if synthetic OEM oil filter OEM Air Filter Fuel Filter. Check fuel pump and injectors, check if injectors need ultrasonic cleansing. After it your car will easily give 8-9kmpl

Do the following checks and report your findings here. With the engine is running, is the exhaust smelling of un-burnt fuel? While you are back there have a look at the exhaust pipe tips. Are they very very very black? If they are black, wipe the exhaust inside with your finger. Does the black stuff come off on your finger like thick soot?

If you can, drive another Civic and check the acceleration. Is your car similar to the other car or slower?

    Let us know your findings.

I know how you must be feeling brother, 3 km/l is nothing

You should have gone for Manual Transmission which easily gives 13-14 km/l on highway with light foot.

Automatic car remained never good for mileage certainly, but it should give at least 8 km/l.

    Diagnose your car properly Sir

Then that dealership should shutdown, they can't even diagnose there own produced car. If you are in Lahore there is a shop magic motor they can check exhaust gases and injector cleaning etc take the car to them they might catch the fault. MAF or IACV can also have problem. There are many issues that cause bad mileage:
    1) Misfires, occurs when cylinders dont put power that they should causing engine work harder and less efficient.
    2) Exhaust Restrictions, caused by bad cat converter bad silencer pipe or mufler.
    3) Exhaust Leaks, it has to do with engine calculation of fuel mixture after closed loop, ecu takes information from O2 sensors to calculate fuel mixture any exhaust leaks near O2 can throw off its readings.
    4) Fuel System, you need to have a good fuel pressure from your fuel pump if your fuel pump is failing your MPG will decrease, clogged fuel filter can also cause this and fuel leaks through fuel supply lines.
    5) Voltage Leaks, caused by ignition system breaking down.
    6) Octane Ratings, its a misconception that higher octane rating fuel will give you good mileage, higher the octane less the fuel wants to burn. Done usually in high compression chamber temps in high performance engines with very high compression or forced induction.
Others are routine maintenance like spark plugs engine oil transmission oil air filter oil filter fuel filter tires and your driving habits at last.

Have you thought about a fuel leak? The reason for my asking all the questions about the exhaust condition as to identify rich running vs. fuel leak. However since there is silence about the exhaust condition, asuming exhaust condition is OK, I'd suggest to look for fuel leaks. It is not necessary that the fuel is dropping on the floor, it might be evaporating as well. BTW, what is the distance over which you are calculating the fuel economy?

I usually put Rs 1000/- worth of petrol at each re-fill. If I calculate the amount your car would run with 1000/- petrol, it is just about 30km. WOW! I am thinking that perhaps your car's engine is healthy that is why the Honda scan picked up nothing. Engine heath is indicated by the exhaust condition. My car's exhaust tip colour is rusty brown. Spark plug colour also is another indicator of the engine health. Below are two pictures of plugs. The correct fuel air mixture ratio is about 1:15. Means one part fuel to fifteen parts of air. If the mixture is lean (too little fuel compared to air) the plugs are whitish. Too rich mixture leads to black soot fouled plugs.

high fuel consumption os 07 model vti oriel prosmatic -1463827
Healthy engine showing balanced combustion. Plug colour is ash brown

Engine running very rich. Too much petrol.

You have to go about finding the problem by eliminating one cause at a time. Just shooting lots of bullets and hoping one might hit the target is wasteful of both time and money plus it is frustrating for the owner. The cost effective way to do this is to eliminate the cheapest cause and work your way up to the most expensive one.

First thing is to identify if the engine is ACTUALLY running rich.

There are a number of things that can cause this mileage, most of the things have already been pointed out by members,i;e blocked catcon, o2 sensor, iacv, pcv valve, map,maf sensor etc....
I wanted to ask that when you replaced the plugs, did you use OEM NGK laser iridiums or simple copper NGK plugs ? and is the car on direct radiator fan ?
None of the brave deserve fair....

if the fuel consumption becomes 3 km per liter, the ignition system becomes paralyzed and will never ignite this much of fuel.

    Check Fuel Tank Leak
Check Injectors seal breakage or leakage
    Check Fuel Line Leak
Check (a white union just behind the middle of your tappet cover. That's the fuel line union)

I am pretty sure, you have a leak or injector related issue.
Because, I have worked on a R18 turbo, and when such a fuel is supplied to the engine, the engine refuses to ignite the fuel and the engine doesn't start or do a lot of missing so much missing (un ignited fuel) that car engine stopped it self

Check fuel leak and fuel leak and fuel leak

I have Prosmatic as well and its giving me around 9 kpl for average speed of 30 km/hr (local)
