Please mention the model. Also mention that when it started to happen, does it heat up in traffic, etc.

Is your radiator in good condition?
Check if your thermostat is in good condition?
Lastly check if your temperature sensor switch, turns on the fan at the right temperature.

Have you checked the gauge for proper working? Could be ignition timing issue. May get over advanced at higher rpm.

at higher rpm engine is producing more heat but your cooling system is not decipating enough of it .. problem most likely is a clogged radiator or a faulty fan ... the fan faults include its covering called shroud plus the fan fins get straightened with time or the edges get torn off resulting in lesser heat decipation
-- first ensure that your gaskit is good then check if valve adjustment and timming are correct (any mechanic or electrician can tell by engine sound and visual inspection)
-- if above is good get your radiator serviced preferrably a bigger radiator

How much does the needle rise? Around the halfway mark or more?

install the thermostat valve - your engine cooling system requires it. when you remove it liquid will not actually move to the radiator but more or less short circuit it inside the block eventually overheating it - this is very quick at high rpm.

    easy fix
@Naweed sb, the original radiator in that model civic is already oversized for the engine it has.

yes it does, but matter always takes the path of least resistance, the radiator is a mesh of tiny tubes through which flow is pretty poor, the easy path for the liquid is to go round the bypass - specially when you have a fast spinning centrifugal pump moving the liquid.
