Sir I think its very normal average for civic.
I have lancer 1991. Its 1300cc and giving 11km/L in the city without A/C these days. I have not checked on motor way yet.
But civic is 1600 or 1800 cc car. so I think your average is just normal.
By the way, you can try to feed it fully synthetic oils like 5w-30 or 5w-40. These are bit expensive oils, but these are very good indeed and increase the mileage too.

sir I guess you must be feeding Honda's synthetic oils 5w-30.
if yes, then its time to change the oil company. Try Liqui moly, Mobil1, Micking, FUCHS's
or you can try the superior oils like zic xq, zic ow, shell ultra, total quartz 9000, etc.

Your car should give you around 10 with ac in city driving; get original filters (air & oil), get throttle body serviced as well & see if there's a difference

Air/fuel mixture ratio. Ideally, the engine should be using 14.7 parts of air for every part of fuel (14.7:1).

Cars with O2 sensors never need adjustment. Old local cars do not have O2 sensors; they have a trim pot. They need regular adjustment after 50,000 km or so.
