Default Help with Civic 2005 Low Mileage Issue

Assalam o alikum Everyone, I own a Civic 2005 EXI Petrol Manual which is having low mileage issues since I bought it. Oil has been changed, Tuning has been done but it is giving only 7km/ltr with AC. Is that good? I heard it should be atleast 10km/ltr. Looking forward towards your opinions, Thanks.

Replace spark plugs and fuel filter from authorized Honda 3S.
