Unhappy Cultus VXR: Oil on Air Filter

HelloI have a 2006 Cultus. Today when I checked its Air Filter when one arm (or wing) was soaked with Oil.Now, I had it checked from a mechanic who told me that its the weak rings problems. Please tell me, if this is true and what should I do? Is it OK if I don't do anything at all? The car has no problem of reducing engine oil or colored smoke.
    Thanks

    Edit1: Car Info

Car: Cultus VXR Carby 2006 - CNG
    City: Isalamabad
    Owner: Since April '12
Maintenance: Oil Change around 3000Km - Caltex Havoline
Odometer: 74000 KM ( I have my doubts since its a second hand car and needle has slight shivering on low speed)

    Edit2: Tasveerain

I have uploaded some pics. The mechanic has put this foam thingy where the blow comes out. So less oil but still a film is forming around the base. The Air filter is changed yesterday, I will check what happens to it in a few days. The Engine oil doesnt seem to decrease.

    - prepare your camera Open up air box wipe it clean it with white soft cloth snap picture of old filter and used cloth -install new air filter close the air box check all flip clips over the airbox - note milage & check filter at regular intervals - read my signature line and report your observations in few days with pictures Consider this as Endoscopy Test

    Hi

Thanks @capsat, I am going to do that and report back.
@Mikmech, Actually the Air filter box was opened because I had to install new Clutch Cable. Hence, I thought of getting it blowed but seems like a new Katta has been opened. :-)

@typeN actually mechanic was of the opinion that it is a minor issue since my cultus can reach a max speed of 125KMph and hence pretty OK to drive still. I am against any major work to be done.
    Thanks

@Margallar probably because I drove it at high speed a couple of times on long trips around Eid, so maybe it had a strong blow and City drive might be gentle on the car.

@Xulfiqar it was just a hunch, I had no reason to suggest this. But you seem to be right.

Thanks buddy. I am going to check on it from the Mechanic. I will let you know. Yes, they seem eager to have your engine opened and ready to cost you 10K.

It should be a PCV. Find any pipe going 4m tappet/valve cover to the air cleaner box. its located on the valve cover side in that pipe. just replace it. shouldn't cost more than a couple of 100.
