this problem comes in older models sometimes. you can change fuel gauge. or change whole speed o meter with a jdm one. mostly problem is in gauge but there are rare chances that sending unit in fuel tank is faulty.

Plus, it is usually filled in 25~27 litres which I believe is lesser than the tank capacity... what could be the problem?

and yes, if there are starts and stops in your route, then 11.3 is ok mileage. Get your engine tuned, mileage may get better.
Usman appreciate your valuable suggestion. But i forgot to mention that its 11.3km / litre without AC in city. With AC its 9km/litre. Still if recommended for tuning / change of plugs then would it be better to go at Toyota company for tuning and change of plugs ? and which company is best of plugs ( not the local one the best of the best i mean )

i have cuore 2005. it has 150K on it. and using original engine still. previous owner used ZIC A. I prefer havoline and total in 10W and 20W. 10W in winters and 20W in summers. and satisfied.
thank you for the detailed reply
so i am sticking to havoline formula 10W-30, i think it will be fine

Dear go for tunning only at toyota authorized dealer, not for plug change. Plugs change is recommended after 40K (im not sure, but not less than this).
I got my plugs change at 75K and they were genuine toyota plugs. dont know about other brands.
FYI mine 2006 model gives 15kmpl in city wihtout AC. With AC didnt test yet..

perfect mileage of cuore is 20+ on long. in city there can be different situations. also it depends on driving style. some like to drive with lot of acceleration and compete big cars on cuore . waiting at signals, number of stops of gos in traffic. and to add more travelling with 5 people and alone can make big difference. so your car be perfect and you can get 9 in city. don't get in doubts for a new car. small engines when reved hard and with load on ac consume lot of gas.
if one drives with light foot and cool mind, traffic is clear car is all good 14-15 can be expected.
