Default rpm struck and then drop very slow

after releasing accelerator, rpm stay high for 3-5 seconds and them come back to idle very slow. a mechanic told me that i should get butterfly serviced. i want to ask that can this problem fixed with using carb cleaner or wd40.
for example if i press padle at nautral to 3k rpm and release, it will come to 2k rpm and stay there for 3-5 seconds. then it comes back to idle slowly.
car is cuore 2005. mileage and starting is fine. problem is coming for few weeks.

checked by removing throttle cable. problem persists. found out that after pulling and releasing lever, it is not going back fully. by eye it seems as it is back but with a little push from finger it makes rpm fine. this lever is connected to lot of mechanisms. by standing in front of engine, at left maybe is mechanism that movies with it to control gas.

Just oil the butterfly shaft at the pivot ends and move it vigorously for about two to three minutes, hope it will resolve the problem.

mechanic diagnosed me that 'Tikki' or butterfly needs to be serviced. i believe there is a mechanism inside carburetor that closes it slowly like a soft eject and it is not working good. but cultus 2012 is EFI.
