6.5 is a bit less, my 1KZ-TE Surf used to give 7-8 Km/l.
    Check spark plugs.
Also, what tires are you using?

It is an old engine, most likely driven for over 200k km (dont worry about what the odo says). Even new, these engines were more renowned for performance, and less for fuel efficiency. There's nothing much you could do really. Better enjoy it during your trip to the North, as this engine and your vehicle are best suited for the terrain.

I used a surf with a/t and 1kzte, with mileage 195k, and it never went above 6km/l, whether driven carefully or fast, empty or with full cargo.

It will give this mileage or less due to hilly area. Enjoy the ride don't look at consumption. 1kzte is fuel thirsty. Also original tyre size is 31.10.50.15
    U have 16 here.

The tire size on the 90 series is a 16. Some 70 series had 15s in them, later on all came in 16s. So that's not much of an issue. Have you changed the diesel filter ? If not, do it every six months and only replace with a genuine one. Try to fill up the same amount from the same filling station, everytime.
