Traffic police gave us a ticket/Fine for HID light on mall road.
they also stop two other cars for HID light, while we were standing there.

the HID intensity does not affect the pattern of light emmited.
If the headlights were not designed for HID use, then the pattern will be spread out and not focused as it should be. Thats why HIDs reto kits light up the sky too while driving. The Focal point of the HID bulb is whats different and the LUMinas too compared to a Halogen bulb.
Try an experiment your self to see that happens, by moving and HID bulb in and out of the headlight while noticing the pattern change on projected wall.
Retro HID kits should not be used.
OE HID kits are fine cut in projection and are non harmful to on coming traffic.
