Default Is it NOT allowed to have HID in Low Visibility?

Hi, I was stopped at Hyderabad Toll Plaza by a NHMP Patrol officer for using HID when going to Hyderabad from Karachi via Super Highway.
As you all know the visibility of Super highway at night times and the mentality of stupid lorry drivers, one is supposed to use HID.

My question; is it against the law?

    If YES; which Law?

If NO; then what to reply if stopped again?

HID's in Halogen housings do not have any visibility, so you should revert back to Halogens anyway.

I've heard using HIDs is against the law but I'm not sure... I've seen cars with HIDs on motorway...

Exactly. Using HID's in halogen lamp housing does NOT improve visibility, it DECREASES visibility. So yeah, you ought to revert back to halogen lamps anyway.
