    Eni: significant gas discovery in Pakistan

     The discovery is located 20 kilometers east of the Bhit gas processing facility, operated by Eni, which currently handles the gas production from the Bhit and Badhra fields.


     San Donato Milanese (Milan), 19 September 2012 - Eni has made a significant gas discovery onshore Pakistan, in the Badhra Area B exploration concession, located in the Khirtar Fold Belt region, 350 kilometers north of Karachi.
    The Badhra B North-1 exploratory well, which led to the discovery, was drilled at a total depth of 2,450 meters and encountered over 54 meters of net gas pay in two thick Cretaceous sandstones of the Mughal Kot Formation. During the production test, the well flowed high quality gas from the two reservoirs, respectively at 25 and 35 million standard cubic feet per day (mmscfd).
    The size of the discovery is currently estimated at between 300 and 400 billion cubic feet of gas in place and its delineation will require further appraisal wells.
    The discovery is located 20 kilometers east of the Bhit gas processing facility, operated by Eni, which currently handles the gas production from the Bhit and Badhra fields. The drilling of Badhra North B-1 is part of Eni's new strategy in Pakistan which aims to refocus exploration activities in the neighboring areas to productive fields and confirms the presence of significant exploration potential that can be exploited through the application of new geological models.
    Eni has started discussion with the Pakistani regulator and the joint venture in order to speed up the production of the discovery through a long-term production test that will allow for the commercialization of gas, and help to reduce the national gas deficit. The short time-to-market for the development of the field is part of Eni's strategy to focus on the rapid development of conventional and synergistic assets.
    Eni, through its subsidiary Eni Pakistan Limited, is operator of the block with a 40% stake in the development phase, together with partners Premier Oil Plc. (6%), Kufpec Pakistan limited (34%) and Oil & Gas Development Company Limited (20%).
    Eni has been present in Pakistan since 2000 and is the largest producer in the country, with an average equity production at approximately 54,800 barrels of oil equivalent per day in 2011.

    ISLAMABAD: The Supreme Court of Pakistan on Thursday said that why the domestic consumers have to suffer due to gas losses.


    A three-Judge bench comprising Chief Justice Iftikhar Muhammad Chaudhry, Justice Jawwad S. Khawaja and Justice Khilji Arif Hussain, took up the issue of implementation of recommendations contained in justice retired Rana Bhagwandas' report, who had served as Judge of the apex Court.

    During the course of hearing, the Supreme Court directed the secretary ministry of petroleum and natural resources to submit till October 24 relevant documents about natural gas consumers' price break up and LPG break up along with some acceptable formula within Pakistan, to justify the hike in petroleum and gas prices.

    The bench in its order directed the concerned authorities to explain the linkage between prices of CNG and petroleum products, price ratio with components, decision of the Economic Coordination Committee (ECC) allowing the Oil and Gas Regulatory Authority (OGRA) and ministry of petroleum to raise prices on weekly basis.

    During course of proceedings, the Chief Justice asked secretary ministry of petroleum Waqar Masood to explain as to why the prices of CNG were raised effecting the poor consumer as per Rana Bhagwandas' report it could be sold at Rs17 per kg.



    The secretary said that Rana Bhagwandas' report was the best one and submitted an implementation report.



    He said the report did not mention the CNG and dispelled the impression that the prices of CNG were raised without following any process.



    He said the approval to raise prices were given by the ECC while the OGRA was the only downstream regulator which only implemented the guidelines provided by the government as highlighted in section 21 of the OGRA ordinance.



    He said the CNG prices were linked with the petroleum products; though the CNG sector witnessed a phenomenal growth, but the resources were not expanded.



    The Chief Justice brought his attention to the use of natural gas by domestic consumers and said that it was the poor consumer who had to suffer due to such situation.



    The secretary contended that due to distribution among various sectors, the domestic consumers were getting the maximum subsidy of Rs46 billion.



    The Chief Justice observed that they would have entered into agreement with certain companies for specific period and not on daily basis under which the prices were revised.



    The secretary said that according to decision, the prices of CNG had to be kept 60 percent at parity with the petroleum products.



    To bench's query, he replied that Pakistan was an ideal destination for Exploration and Production (EN&P) activity.



    Chairman OGRA Saeed Ahmad Khan to bench's query replied that minimum price for the domestic consumer was between Rs175 and Rs180 per MMBT including distribution and expenditure costs.



    The secretary petroleum said that they had to import 85 percent petroleum products while the fluctuations in prices of CNG on weekly basis had provided relief to the public.



    Justice Jawwad S. Khawaja observed that after the 18th Amendment, the issue to determine prices did not vest with the ECC rather it had become an issue to be raised at Council of Common Interest (CCI).



    The Chief Justice asked the secretary to explain on next date of hearing also as to how many oil refineries they had developed with levy of petroleum development levy.



    Further hearing was adjourned till October 24. (APP)

    ISLAMABAD: The Supreme Court on Thursday directed the secretary petroleum to furnish the reasons for interlinking the fixing of CNG and petrol prices and sought copies of agreements between oil companies and the government for the supply of petroleum products.



    A three-member bench of the apex court comprising Chief Justice Iftikhar Muhammad Chaudhry, Justice Jawwad S Khawaja and Justice Khilji Arif Hussain heard the case of illegal appointment of a former chairman of the Oil and Gas Regulatory Authority (Ogra) as well as petitions challenging hike in the prices of petroleum products.



    The court also sought the decision of the Economic Coordination Committee (ECC), which allowed Ogra to fix the prices of petroleum products on weekly basis. It also directed the secretary petroleum to submit on November 24 the details of the amount being collected through development levy.



    Secretary Petroleum Waqar Masood, who appeared before the court, submitted that the federal government was fully implementing the recommendations of Justice (R) Rana Bhagwandas commission report and it would not be suitable to say that the government was increasing the CNG price without reasons. He said that ECC had given new policy guidelines to Ogra about the fixation of the prices of petroleum products. In view of this policy, he said, it was decided that the CNG price would be linked with the petrol prices.



    Justice Jawwad S Khawaja asked the secretary petroleum that when the CNG was a local product, why the government was linking its price with petrol as 85 percent of petrol was being imported.



    During the hearing, the chief justice observed that ordinary citizen was suffering because of the increase in the CNG price. “Why the ordinary citizen should suffer for the losses either by the government or others,” he asked.


    The secretary petroleum, however, claimed that the government was giving Rs46 billion subsidy for the benefit of domestic consumers as the gas price for domestic consumers was being reviewed after six months. He submitted that reviewing the prices of petroleum products on weekly basis was useful for consumers.

    Muhammad Ikram Chaudhry, counsel for one of the petitioners, submitted before the court that the consumers were suffering due to the negligence and involvement of Ogra with the distribution companies in earning huge profit. He contended that the rise in the CNG price was either affecting the general consumers as well as the transport community so there was no reason and no rationale to fix its price with the rise and fall of petroleum products.

    Meanwhile, while hearing the case regarding the non-implementation of its judgment on the illegal appointment of former Ogra chairman, Tauqir Sadiq, directed its registrar to consult the Sindh High Court as well as Lahore High Court chief justices about the disposal of two cases related to two gas companies, in which stay was issued in August 2010 against recovery of UFG (unaccounted for gas) from consumers at the rate of seven percent instead of five percent, within two weeks.

    Giving the latest development about the arrest of Tauqir Sadiq, the National Accountability Bureau (NAB) informed the court that Islamabad’s inspector general of police was called in the headquarters to seek his assistance in this regard. It told the court that reference against Tauqir Sadiq would be filed. Later, the court adjourned the hearing till October 24.

    i hope they pass a reasonable judgement and implement it soon! we are being ripped off since almost 5 years.
    however people stealing gas and electricity deserve permenant disconnections
    Life is short and very unpredictable just like a Quarter mile .....

    Respected sir punjab giving surplus flour,wheat etc to other provinces. once therz shortage of flour in KPK and punjab govt stoped it to KPK,reason was that they will ist fulfil their own needs if got surplus then wil lead to other provinces, same with CNG i think sooo, Punjab is producing very less gas and consuming alot and other provinces are producing alot and consuming less.

    last day of sasti gas before loadshedding on 1st probably rate would change and increase

    and then in few days, winters would increase and so would CNG loadshedding days
    Life is short and very unpredictable just like a Quarter mile .....
