    @xulfiqar bro how a 2c engine can survive i mean how many km if taken proper care oil change etc all timely maintenance talking about engine that came in 2003 2004 2.od corolla as going to buy one.and moreover how much time one should let the car idle before starting to move it.iam talking about azad kashmir where temprature from oct mid to march mid drops to less than 0.we had a fj40 and in cold season it was v tough task starting it an indus corolla and it was 2.od same problem with it.

    To start a diesel engine in the midst of winter, you use a thin engine oil mostly 5W40 (synthetic is best) and use a an engine heater to warm up the engine overnight - but that is only good if you experience -15 or -20C.

    Keep the battery warm - cold kills the battery, once the engine starts let it idle for about a minute then proceed to drive.

    in really old diesel engines used in arctic weather, it was recommended that engine oil and cooling water be drained every night and refilled every morning by first heating them up. The battery was also recommended to be stored inside.

    In modern cars you use synthetic oils, big brute batteries that have solid cranking amps. You need all the strength of the battery to spin the cold engine.

    Finally make sure your glow plugs are good - if they are weak - forget about starting.

    Do not omit that you need real antifreeze in your cooling system, plain water expands when cooled and will break apart the engine.

    @xulfiqar bro so should i use a 5W40 synthetic oil for winter and change in summer season or just keep it as in summer we dont experience temp above 30,in my case just a good battery 150 amp or so plus a synthetic oil and antifreezent and glow plugs and iam good to go?.and 2ndly iam thinking of changing the alternator as well i saw some mitsubishi alternators with 120amp 150 amp capacity,need a bigger alt as iam putting in some soundsystem.

    5W40 is good year round. Get a Bosch, Varta, Hankook battery with atleast 800CCA - you need good solid amps to start your engine.

    ISLAMABAD: Advisor to the Prime Minister for Petroleum, Dr Asim Hussain Thursday set aside the Oil and Gas Regulatory Authority's (OGRA) proposal for hiking the price of Compressed Natural Gas (CNG).
    Talking to Geo News, Dr Asim Hussain termed the proposal seeking an increase in CNG price as unjustified and is, therefore, unacceptable.
    OGRA had put forth the proposal seeking to jack up the price of CNG in Region-1 by Rs10.56 per kilogram and by Rs9.60 per kg in Region-2.

    So OGRA-Govt-APCNGA do not seem interested in resolving the issue while SC plays silent when it should not. If things were to come to this point the SC should have not intervened. May be CJ is busy with other things.

    Holding such stake at such ransom by a bunch of businessman should be punishable. If such bunch of businessman are making the country suffer in economic halt then it goes against the well being of it too.

    I know of no other place in the world that will allow such practice. Any business in the world has the necessity to declare its profits in order to be audited and taxed. If this cannot and is not happening - IT IS ROBBERY FROM THE NATIONAL TREASURY.

    ISLAMABAD: The Ministry of Petroleum has chalked out a proposal seeking a ban on use of Compressed Natural Gas (CNG) as fuel by vehicles over 1000 cc with the exception of public transport, Geo News reported Wednesday.
    The proposal will be presented before the next meeting of the Economic Coordination Council (ECC), sources said.
    The sources further said that the Ministry of Petroleum has also proposed to authorize the provincial governments to monitor the installation of CNG kits with a view to prevent incidents of cylinder blasts.

    ISLAMABAD: Advisor to Prime Minister on Petroleum Natural Resources Dr Asim Hussain has rvealed that as many as 200 CNG stations were involved in gas theft, Geo News reported on Wednesday.
    Talking to Geo News, he said that though the Oil and Gas Regulatory Authority had been informed of the gas theft, no action was taken against the outlets.
    The advisor refused to give names of the CNG stations involved in the gas theft but said the Ogra has been given the list containing their names.

    ISLAMABAD: Prime Minister Raja Pervez Ashraf rejected the suggestion of CNG closure for four days in a week, saying it would cause huge problems to the people, SAMAA reports on Wednesday.

    According to sources, the suggestion was sent to the PM from petroleum ministry. The ministry requested the premier to approve the CNG closure for four days a week till March but the PM rejected the suggestion.

    Ashraf said that the suggestion was not implementable as it would increase common people’s problems. SAMAA

    ISLAMABAD: The Supreme Court of Pakistan on Wednesday rejected a plea by CNG station owners for hike in the gas price and sought details from Oil and Gas Regulatory Authority (OGRA) about CNG licences along with audit reports, SAMAA reported.

    A two-member bench of the apex court, comprising Justice Jawad S.Khawaja and Justice Khilji Arif Hussain, resumed hearing of the case.

    In his remarks, Khawaja said the court has its own powers and that it has nothing to do with whether the pricing formula issue was on agenda of the federal cabinet.

    On onset of the hearing, the counsel for OGRA presented his arguments in the court.

    The court sought details from him as to how many applications were received for CNG stations licences; how many of them were accepted; how many licence requests were rejected and how many accepted.

    The court enquired of what action was taken on violation of law when licences were being issued. “These details are necessary before we proceed further,” Justice Khawaja said.

    The bench ordered OGRA to submit details of tariff and audit reports of CNG stations.

    Abdul Hafeez Pirzada, lawyer of the Sindh CNG Association, contended that the court doesn’t have an authority to decide CNG price.

    Speaking to media outside the court, Chairman CNG Association Ghayyas Paracha said that court’s decision regarding the pricing formula would be accepted by the CNG dealers.

    The court, later, adjourned the case till tomorrow (Thursday) and directed OGRA to submit details of licences for CNG stations along with their audit report. -- SAMAA

    I was present in the hearing today and judges told CNG owners that if the price was not acceptable to them and they could not do the business then they should pack up and do something else. They also said that in 2008 CNG association had an illegal agreement with the government and the court would not allow it to happen again.

    ISLAMABAD: The Supreme Court of Pakistan has ordered that CNG prices remain unchanged till 17 December and the licenses’ of those CNG stations not conducting an audit should be suspended.
    A two member bench headed by Justice Jawaad Khawaja heard the CNG price case on Thursday.
    OGRA in its reply stated that the authority received 6,471 applications of them temporary licenses were issued to 6,154 and permission for 3,395 marketing licenses were allowed from 2002 to 2011.
    CNG stations were fined for about Rs10.7 million in three years besides issuing show-cause notices to 380 and warnings to 131 outlets. Around 1273 pumps were inspected, the statement added.
    OGRA further states that as per 1992 CNG rules, it is not necessary to submit audit accounts and income tax returning, adding it is also not mandatory for issuing licenses, however, five pumps have submitted their audit accounts.
    Meanwhile, FBR report says that during 2009 to 2011 Rs4.9 billion taxes were collected from the CNG sector.

    ISLAMABAD: Oil and Gas Regulatory Authority (OGRA) chairman Saeed Ahmed Khan has assured that the issue of CNG price would be resolved before December 17, Geo News reported.
    Addressing a press conference here Friday, OGRA chairman said the authority has asked for policy guideline to the Ministry of Petroleum for fixing CNG prices but the same is yet to be issued, adding OGRA would again hold a meetings with all stakeholders on the matter.
    Saeed Ahmed Khan further said gas theft is estimated at Rs16 billion in the current year. He said the gas companies had been directed to cover this loss with their profits instead of shifting it to the consumers.
    He said Sui Northern and Southern Gas companies had requested for shifting this Rs16.50 billion loss to consumers which had been rejected by the authority.

    ISLAMABAD: The talks between the CNG association and Oil and Gas Regulatory Authority (OGRA) remained inconclusive as both sides failed to reach an agreement over the pricing issue.
    Representatives from the All Pakistan CNG Association, Petrol Pumps Owner Association and Petroleum Dealers Association met with officials from OGRA. During the meeting, the CNG association recommended that the CNG price should be audited and prices should be assessed in light of the Supreme Court’s directives.
    Chairman of the CNG association's supreme council, Ghiyas Paracha told Geo News that he was also saddened by the long lines at stations.
    The next round of talks is scheduled for December 13.

    ISLAMABAD: It is likely that the ongoing CNG crisis will end soon as a significant progress has taken place in talks between the Oil and Gas Regulatory Authority (OGRA) and CNG Association (CNGA) in Islamabad today, SAMAA reported on Thursday.

    The OGRA has finalized initial proposals over new price formula of the CNG for Region-1 and 2 after latest meeting with the CNG Association this day.

    According to new CNG price formula, Rs. 74 per kilogram will be charged in Region-1 and Rs. 65 per kilogram in Region-2. CNG station owners’ all production charges and power charges have been included in this new price limit.

    The CNG station owners will get Rs. 7.90 per kg as production cost, Rs. 7.21 per kg as power charges and Rs. 3.42 per kg as profit in new formula of CNG prices.

    The government will receive Rs. 13.25 per kilogram as Infrastructure Development charges and Rs. 9.18 per kilogram as GST under new CNG price formula.

    After receiving federal government policy line over new price formula, new prices of CNG will be finalized, informed the OGRA sources. SAMAA
