such morons who make fun are the core of this disease, You will have to wait for them to die to end this because its hardwired into them.
another similar example of such act which I have seen a lot in Pakistan is - abay andhaa hai kya #*&#$(@ . The sad part is that when the person is actually blind or nearly blind and ridiculed instead of assisted.
this is not an education problem (however education in Pakistan means alif se aam only) - this is an upbringing problem which has its diseased roots in their homes. Another similar problem is the "poondibaazi or awaaz kasna" I have literally heard people comment out aloud on ladies physique when she passes by (every market in Karachi)
similar is youngsters who are a bit overweight get ridiculed by people older than them.
This seat belt/vehicle safety problem is also in the very same category, and because the entire nation of Pakistan lives on in the hope of literal magic or "ye gormint ka kaam hai" or "ye kompany ka kaam hai" - nothing will ever change.
change starts at the core of things - it starts from home when you are a crawling baby.
for seat belts you may have seen the suzuki FX taxi drivers just hang a piece of fabric belt on the B pillar on their car when they enter islamabad so the cops dont mess with them. All goes nuts when they enter pindi. For motorcycle helmets you see a lot of ill fitting helmets being worn - literally 2 inches loose on the head, its passed as a "helmet" just to get by the cops - because if you did not have one they you would have to pay a little "chai paani" to them.
a loose helmet is worse than no helmet. For seat belt mandates, there should be a strong system of heavy fines and siezure of car upon unpaid fines. If the "tum jaante nahin hum koan hain" group tries to weasel out. Another system can be implemented to which everyone will bow down.
terminate the cars registration papers upon failure to pay such fine - this will cause a huge drop in resale of the car - and we all know that the resale of a car is the most cherished part of owning it in Pakistan, everyone who owns a car only buys it for resale - they dont care if its a rusty bucket of bolts.
