Full headlight is very annoying but what if I am traveling on motorway in night. If at night and there is no car in front of me than I keep full head light cause your viewing distance is much less on low beams at night and that too at speeds of 120 Km. However, as soon as a car is in front of me I switch to low beams.

I heard ISB police is giving tickets even if you have HID in your car, what about the cars that have factory fitted HIDs.

thats mandatory , low beam doesnt work in such case where there's no street light or vehicle nearby which may adds to lightening. You can use full beam in that case

why not actually adjust your headlamp aim. I drive in rural areas all the time. zero lights, pitch dark, bad road etc. My oldschool headlamps are more than enough for me.

Fine for high beams was enforced by ITP long long ago. My father was challaned in F-6 way back in 1986~87 when he switched on high beams to check the road ahead. But lately cars are driving with high beams everywhere and never get checked. I personally feel comfortable with low beams as they light up the road very well. For a long distance view I flick on and off high beams once in a while. Unfortunately, most drivers Pakistan don't care about incoming traffic. Sad.

    what is "adjusted to maximum"

if you raise the it too high - your lights become useless.

also remember the lamps dont squarely project on the road, they flick up the light on the passenger side to light up street signs.

If everybody were to use low beams nobody will have to use high beams.

Its not their fault, we are an illiterate nation with non existing traffic sense, which should be taught in schools as a full time compulsory subject.

It is definitely a nightmare to drive at night on Pakistani roads, gives you a headache after a long journey at night, speaking from my personal experience. Visibility automatically increases when everyone`s lights are on low beam and properly focused.
Penalty for high beams or extreme/off road lighting on normal roads should be maximum and it all depends on how aware police is as far as I know they don't even know about lighting or driving much.... with an exception to motorway police.
I think Pakwheels by now has become an effective forum and at least we should start some kind of campaign from here to intimidate or exert pressure on police/authorities to start prohibiting drivers from using high beams during normal driving conditions.
An MOT style check of lights at toll plazas, high beam checking, Educating driver specially taxi or rented cars.

I would say all is a pipe dream you just wrote.. if you want UK MOT style testing then more than 75% of the cars on Pakistani roads would need to be scrapped.

Furthermore when you speak of common driving sense and using of lights, the highest rung is the motorway police which are assumed to have the most of this sense, they too are using 5 trillion lumens LED bar with no light focus on the roof of their sedans.
